According to the fed eral authorities, Mrs. Clark, who is dark and has dark eyes and black hair streaked with gray, won the heart of J. T. Kelly, a rancher, by representing her self to be a, young woman with brown hair and blue eyes. After an exchange of letters,, Kelly proposed and was ac cepted by mail. On the appointed day Kelly was left "waiting at the church." In Its protest the Pacific Telephone company, alleges that the commission Ls without Jurisdiction as the telephone company's service Is ' interstate. The state desert land board, at a meeting yesterday afternoon,- passed a' resolution requesting the Central Oregon Irrigating company to appear within 15 daya and show cause, If any, why the board should not begin action on the- company's bond to compel it to comply with its contract with the state. This contract calls for the enlargement of the central Oregon canal to a capaolty to serve all the land sold in the .Powell Butte district In Crook county. This was the third meeting held by the board in tha last few weeks to con sider this matter. E, B. Williams, one of the land owners In the Powell Butte district, has appeared before the board at each meeting and made demands that the board compel the company to live up to Its contract On complaint of Mr. Williams that tha company was expending the money ljt collected for maintenance of the Irri gation system ror new extension worg, the board also passed an order request ing the company to submit to the board a. sworn statement of its handling of tha maintenance fund for last year.
