Or., , Feb. 4.- The supreme court today sustained the contentions r.f the Insurance commissioner in the Union Pacific Life Insurance 4e, re versed the writ of mandamus Issued by the Marlon county circuit court, and dls missed the suit on the ground that the company did not have a paid up, capital of $100,000 s required by law. The Balkan allies will demand a cash Indemnity from Turkey of $5,000,040 for each day the renewed war continues, 1 besides the $200,000,000 indemnity already de manded. The envoys of the allies who are still here, admit the Balkan states propose to force the porte to pay an indemnity completely covering the cost to each of the allies since the beginning of the war, equal to $5,000,000 a day, besides enough to pay part of the Ot toman national debt, for which the con quered Turkish territory Is partly re sponsible. 1 Turks in Good Shape. Vienna, .Feb. 4.- Information seeping into military circles here through devi ous routes, is to the effect that the Turks are in far better fighting trim to withstand the Balkan attacks than Europe generally supposed. Austrian authorities are Informed that the Turkish army has been greatly strengthened and that sanitary condi tions at Tchatalja are much improved. It Is stated that the Moslems now have 150,000 men and 635 cannon be tween Constantinople and the Tchat alja lines, and that in addition to this, 50.000 veterans at Ismld, Asia Minor . and 45.000 at Galllpoll are ready to rush to the defense of Constantinople. . Scandinavians Feel War. (United tet Leased Wtre. -Christlanna, Feb. 4. On account of the disturbed International horizon the government has asked the storthing for an extraordinary appropriation of $150,000. Of this amount $34,003 is In tended for aeroplanes and $75,000 for a reserve stock of coal for the navy. Stockholm, Feb. 4. The people of Sweden were unaware that the general war scare last fall cost their govern ment half a million dollars until the budget for the ensuing year came up for discussion in the riksdag. Then it was disclosed that for six weeks, following the regular, maneuvers, the fleet was kept fully manned and equipped, with steam up most of the time as a special precaution. It Cooper was elected mayor yesterday on the caissons' ticket by a vote of 123. Fully 60 per cent of the entire vote was cast by women. ,R. M.
