The revise proposed initiative petition for an amendment to the Astoria city charter has been completed and is being circu lated among the voters and property owners of the city. A in the former easa, this petition asks for an amend ment providing for a sanitary and re clamation committee, with the power to establish a reclamation or Improvement district, to construct bulkheads or re taining walls, to cause such districts to be filled and to defray tho costs by loaal assessment upon the property ben eflted. The present proposed amendment has not been changed except that a clause referring to the settlement of damages incurred through the Improvement of property has been added. Tillamook, Or., Oct. 80Tbe corner stone of the new Church of Christ which la being erected here, was laid on Sunday afternoon In the presence of members of many of the congrega tions of the City. Rev. C. L. Swander of Portland, delivered the main address. The stone was laid by Smith W. Elliott andrMfrP.Ar- Latimer, the oldest members of the congregation in point of service. Wlthtn the stone was placed a copper box containing the rec ords of the church, the names of the members, the names of the architect and the contractor, and a copy of the Bible. The nW building is of concrete, and will have a IS foot basement, containing a gymnasium, 40x0 feet, shower baths, reading room, dining room and -a fully equipped kitchen besides the hot water heating plant The main auditorium, whloh will seat 460 persons, can be en larged, through the use of Sunday school rooms which adjoin, and a gal lery, to accommodate 1000. Mr. Haflgarth was born in Lincoln shire, England, on July 19, 1838, being 74 yars old. He came to America when 1$ years of ege, spending hjs first win ter in New York' city and In tho fol lowing spring making his way Jo Wis consin and later to Louisiana. In 1860 he went to California, where he en gaged In mining for three years, after which he moved to Idaho, where be re malned but a short time, then returned to Oregon,- locating- at "Canyon " City, where he spent four nuccfssful years In the mines, accumulating a small for tune. In 18(8 lie came to Union county. Settling In Indian valley, within one mile of where Elgin now stands, and engaged In stock raising. He kept ac cumulating land and Improving it. The Indictment charges Peacock with having offered $760 to Chief of Police Ellis Daughtry to be allowed to run a blind pig and for the assistance of the police in get ting clear on several cases which are now ponding In the courts here against Peacock. ' peacock cays his troubles are all the result of not "coming across" to the police for protection as they demanded. He Is now defendant In six cases be sides this one, most of them .being from previous terms of court. Three are Indictments for violations of the local option . law, one for assisting In presenting a statutory performance at his stables, and two are appeals from lower courts on similar, charges.
