Campion was instructed to keep to the tariffs and regulations, and If the opposition took tows for less when they were offered to th Fort of Portland boats, to let the business go. He was also, told to keep his pilots and that If he lost business It would be all right and for him not to mind the cost. Superintendent Cam pion was also authorized to Increase his pilots to six men and pay them a salary six months In the ear. Wo Cuts to Worry. As the situation stands at the present time, the Port of Portland commission seems to think that there Is no neces sity to worry over the coming of the opposition, but is willing to take what comes their way In the matter of tows. Should the other company, howevor, make any attempt or move that would endanger the shipping of the port, such as offering to tow to Puget sound cheap er than to Portland, or In any other manner hurt business here, the commla slonors say that they will be liable to advrilae free towage and pilotage. As the Port of Portland Is not a com pany, and is not In the business to make money, they would be In a position to do this. Both the Harrimnn Interests, which had the business prior to the Port of Portland, and the latter institu tion, have lost money In towing vessels. Ono nlatter that was brought to the attention of the commission yesterday was that Captain Staples, a Port of Portland pilot, was placed aboard the Finnish bark Isabel Browne on her ar rival from Callao Tuesday, but the master refused to hire the Port of Port land tug, taking the opposition tug Tatoosh. As undgr his commission Captain Staples Is required to pilot any vessel In, he brought the bark In over the bar, and as a result the commission will present a bill for pilotage and libel th vessel, if necessary, to collect It. Hew Stel Dredge. During the long session of the com mission yesterday afternoon the mem bers authorized the building of a new steel hull 80 Inch suction dredge for use in the river, subject to approval of the plans drawn up by Engineer J. B. C. Lock wood. A committee was appointed composed of Commissioners Mears, Dodge, Shaver and O'Reilly, who will go down to Hunter's Point, near Ooble, Friday, to Inspect the dredge Columbia, with a view to gaining Ideas before the plans are gone over. It Is estimated that the coat of a dredge of the type required would be $225,000, and require eight months to build. Of this amount, $192,000 Is now available, and more money wlll.be avail able after the tax collecting begins in February. The dredge will be paid for in monthly Installments as the work progresses, and 15 per cent will be with held until the work Is completed. In the matter of the proposed steel stern wheel towboat nothing definite was done, and Commodore fchaver, fease and O Reilly were appointed to look over the plans prepared by C. H. Norrlln. Dorr, which came ! from Han Francisco, was destined for , Vancouver, but the pilots refused to : take her there, as they said that there was a bar with only 12 feet of water on l It Just above the mouth of the Willam- ette river which would make it 1m- possible for the steamer to get In to, th Washington city. Captain Raveni reports a very heavy sea all the way u the coast. The Dorr will go to Seattle to load lumber for San Francisco, TO DREDGE CHANNEL Planning for Work on the Harbor at Aberdeen, Washington. (gptclul to Tbi Journal.) Aberdeen. Wash.. Sept. 21. Captain Llnderman of the Puget Sound Dredg- , lng company of Seattle, was here yes- ; terday, completing arrangements foi i bringing a big dredger here for the pur- nose of clearlnir out the harbor channel to the bar. Although the Jetties on both sides of the entrance to the harbor are not yet rinlsned, tnelr benerinal effect Is already noticed, according to the statements of seamen coming into this port. Experts say that once cleared the harbor channel should remain free from obstacles. MONARCH WILL TOW Report Says That Bark Isabel Will Be Brought to Llnnton. Negotiations are under way between the Puget Sound Tugboat company and the owners of the steamer Monarch for a charter of that steamer for towing purposes between Portland and Astoria, and although no definite information was given on the subject It Is ex- of the vessels to be brought Into port by the tugs of the Puget Sound Tugboat company, from Astoria to Llnnton.
