THE OREGON DAIL JOURNAL,' PORTLAND. ! MONDAY ' EVENING, MARCH 21, 1910. 13 KttSEITS : Y Three Candidates to Succeed : , , the Late Representative William C. Lovering. Boston, Mao., March II. An flection In to be held In the Fourteenth MaM chusetts congressional district tomorrow . to fill the vacancy caused by the death of Representatice William C. Loverln. ' The campaign which cloned today haa been one of th liveliest that Massachu setts haa had for aeveral years. With the country surveying It aa a barometer of public opinion on tha Issue of1 the Taft admlnlatratlon and in view of the political uncertainty attending the coat of living- agitation, the result of the election la regarded as of national In terest and Importance. Three candidates are in the field, Wil liam R. Buchanan, Republican; Eugene N. Foss, Democrat, and John McCarthy, Socialist. The district Is normally Re publican by 12,000 to H.000 In presiden tial years, but the plurality uqually gly- " en was ' g'restfy cut down In the last election. This fact haa given the Demo crats ground for hope that they may ba successful In tomorrow's contest. The Republican managers profess to have not the slightest fear of losing the district to a Democrat, but at the same time they have deemed It wise as a mat ter of precaution to put Senator Lodge nd other prominent party leadera and orators on the stump In the Interest of the Republican candidate. William R. Buchanan, the Republican standard bearer, la a Brockton editor. In his letter of acceptance he proclaimed himself an opponent of Cannonlsm, a believer in the income tax and a foe to all trusts that are doing business Ille gally, In conclusion he said: "I be lieve in protection to American labor where that protection may be needed to foster new Industries or maintain old ones. But I do not believe in a protec tive tariff that enables the manufac turer to charge extortionate prices for his product, at home and at the same time sell that product In a foreign market at a reduced cost." i Eugene N. Foss. the Democratic candi date, is one or tne most picturesque ng- res In New Kngland politics. Until about a year ago he was a Republican and had been twice an unsuccessful can- j dldate for congress on the Republican ( ticket. Then he switched to the Demo- , crats and in the last election he was the candidate of that party for lieutenant governor. He Is rated in the millionaire! class and haa been a liberal contributor j to tha state and national campaign funds. N I In the announcement of hla candidacy I for tha Lovering seat. Mr. Foes de-1 TO OPEN HERE Frye & Co. Will Establish Plant in Portland; Will Not Fight Local Firm. "As soon as suitable arrangements can be mad and conditions develop we Intend to put In a packing plant at Portland," was tha statement made to day by T. V. Tatum, superintendent of branch houses of Frye Co. "We have come to Portland to stay," aays Mr. Tatum, "and will do bualness here Just like we are doing business at Seattle. We will get the business and can assure all Interests that there will be competition In the dressed meat trade In Portland hereafter. "We did not come here to fight the I'nlon Meat company or Swift & Co., but to get hualness, and we Intend to get It by all fair means. However, If the I'nlon Meat company Intends to buck' our entrance Into Portland we can and. wll) fight back. Utk Frye, who. is. in absolute ownership or irye Co.. Is the largest Individual packer of meats In the entire country, save Edward Mor rls, who owns practically all of the firm of Morris & Co. Therefore, It can easily be seen that we are In a position to carry out our Intentions to the let ter hpr " To slgnallso their entrance Into the dressed meat business of Portland, Frye ft Co. sent the finest carload of beef to this city today that has ever entered this city. "We not only Intend to sell beef and packed meats here,'' says Mr. Tatum, "but our Portland headquarters will have a full supply of everything In the packing line." Mr. Tatum Is well known In Portland and was formerly connected with the branch houses of Armour ft Co., and Seh wartzschlld ft Sulrberger here. "We Intend to make the Portland house a separate institution and the price lists will be printed for this city alone. Temporarily we have made arrange ments for a cooling plant to handle fresh meats In this city, but the con tract for building our own plant has already been let." (Ma, Democratla house leader), Under wood (Ala.), Clayton (Ala.), Fitrger- ald (N. Y.), James (Ky ). Hay (Vs.) Howard (Ga.), Henry (Texas). The greatest result of tha revolution In the house of representatives so far as the present session Is concerned, will be a. full discussion Of the Taft legts latlve program on the floor, according to Insurgent leaders. "No matter how the new committee on rules Is constituted," declared Rep reaentatlve Nor rls, leader of the attack on the organisation, "It has been set tled that the house oan decide for Itself what It wants to do. No matter what the new rules committee may do, the nouse ttseir will have the .last say. our fight has determined that I believe last week s victory was s step toward the fulfillment of the plat, form pledges of the Republican party, "As to the so-called Taft program, many of us claim the right to say how tha pledges shall be redeemed. The changes that' the rules committee make will give us the right to discuss our Ideas on the floor of the house. "As to the Burleson resolution to oust the speaker, I voted against It because It was a,n entirely different proposition from electing a new speaker. I would never vote for Cannon for speaker, but when It comes to ousting him, we must have more against him than we have now." I - - - J CONSUMPTION IS A Germ Disease GLAD SPRING! I still think of them and advise their use whenever I have nn opportunity. Remember the name take no other. house today if the Insurgents had played fair," declared Sims (Democrat, Tenn.) "The Insurgents showed a yel low streak." Champ Clark, Democratic floor lead er. Is pleased with the result of the fight. "I think things ar In better shape now than they have been for 20 years. I do not look ffor any serious trouble today and probnbly not tomorrow." he said. "We will caucus on our members of the committee probably Thursday or Friday. Wo haven't yet decided on any member for the committee. I don't know whether the Insurgents will ask us to name any certain man or not." (United Press Lsd Wlrn.) Washington, March 21. Among the first matters that will have to be taken up by the new rules committee of the house of representatives after It la or ganised are 13 measures on which the old committee took no action. The 23 measures Include many mat ters, it Is declared, suppressed by Speaker Cannon because he considered them bad policy or bad politics. Among them Is Fish's proposed rule directing the house committee on postofflces and post roads to bring In a report within 30 days on the feasibility of establish ing a parcels post Thla was Intro duced February 27 and the rules enm- mlttee has neither reported nor given Flsh a hearing. Unpleasant Work. There are other measures before the committee that are apt to give it some unpleasant work and for this reason It Is declared the new committee will have rough sledding. The organization members have pret ty well recovered from their surprise at the explosion In the house Katur day and are planning the reorganization of the committee under the new scheme. It is admitted that the Cannon forces will control the caucus that names the majority members of the committee and it is believed the organization leaders intend to capture the majority of the committee places, leaving the insurgents only a paper victory, outside the oust ing of the speaker from the committee. The forecasters are trying to figure out who will get the places. Among the Cannon followers mentioned as likely to get the new assignments are Payne (N. Y.), Daliell (Penn., Smith (Iowa), Tawney. (Minn.). Mann (111.). Vreeland (N. Y.). and McKlnley (111.). Of these Payne, author of the tariff bill, and Dalzell, who occupied the chair during the night of the insurgent fight on the rules, are considered as certain of places. The only insurgent who is considered as a possibility for the com mittee is Norris (Neb), whose reso lution started the fight that led to j putting the speaker off the rules com- i mittoa DOAN RU i nomni.nlB mantlNnaif an lib-' bers of the committee are Champ Clark A REMARKABLE CURF,.
