' The campaign which cloned today haa
been one of th liveliest that Massachu
setts haa had for aeveral years. With
the country surveying It aa a barometer
of public opinion on tha Issue of1 the
Taft admlnlatratlon and in view of the
political uncertainty attending the coat
of living- agitation, the result of the
election la regarded as of national In
terest and Importance.
Three candidates are in the field, Wil
liam R. Buchanan, Republican; Eugene
N. Foss, Democrat, and John McCarthy,
Socialist. The district Is normally Re
publican by 12,000 to H.000 In presiden
tial years, but the plurality uqually gly-

election. This fact haa given the Demo
crats ground for hope that they may
ba successful In tomorrow's contest.
The Republican managers profess to
have not the slightest fear of losing the
district to a Democrat, but at the same
time they have deemed It wise as a mat
ter of precaution to put Senator Lodge
nd other prominent party leadera and
orators on the stump In the Interest of
the Republican candidate.
William R. Buchanan, the Republican
standard bearer, la a Brockton editor.
In his letter of acceptance he proclaimed
himself an opponent of Cannonlsm, a
believer in the income tax and a foe to
all trusts that are doing business Ille
gally, In conclusion he said: "I be
lieve in protection to American labor
where that protection may be needed to
foster new Industries or maintain old
ones. But I do not believe in a protec
tive tariff that enables the manufac
turer to charge extortionate prices for
his product, at home and at the same
time sell that product In a foreign
market at a reduced cost."
i Eugene N. Foss. the Democratic candi
date, is one or tne most picturesque ng-
res In New Kngland politics. Until
about a year ago he was a Republican
and had been twice an unsuccessful can- j
dldate for congress on the Republican (
ticket. Then he switched to the Demo- ,
crats and in the last election he was the
candidate of that party for lieutenant
governor. He Is rated in the millionaire!
class and haa been a liberal contributor j
to tha state and national campaign

"As soon as suitable arrangements
can be mad and conditions develop

day by T. V. Tatum, superintendent of
branch houses of Frye Co.
"We have come to Portland to stay,"
aays Mr. Tatum, "and will do bualness
here Just like we are doing business
at Seattle. We will get the business
and can assure all Interests that there
will be competition In the dressed meat
trade In Portland hereafter.
"We did not come here to fight the

but to get hualness, and we Intend to
get It by all fair means. However, If

Mr. Tatum Is well known In Portland
and was formerly connected with the
branch houses of Armour ft Co., and
Seh wartzschlld ft Sulrberger here. "We
Intend to make the Portland house a
separate institution and the price lists
will be printed for this city alone.
Temporarily we have made arrange
ments for a cooling plant to handle
fresh meats In this city, but the con
tract for building our own plant has
already been let."

Washington, March 21. Among the
first matters that will have to be taken
up by the new rules committee of the
house of representatives after It la or
ganised are 13 measures on which the
old committee took no action.
The 23 measures Include many mat
ters, it Is declared, suppressed by
Speaker Cannon because he considered
them bad policy or bad politics. Among
them Is Fish's proposed rule directing
the house committee on postofflces and
post roads to bring In a report within
30 days on the feasibility of establish
ing a parcels post Thla was Intro
duced February 27 and the rules enm-
mlttee has neither reported nor given
Flsh a hearing.
Unpleasant Work.
There are other measures before the
committee that are apt to give it some
unpleasant work and for this reason
It Is declared the new committee will
have rough sledding.
The organization members have pret
ty well recovered from their surprise
at the explosion In the house Katur
day and are planning the reorganization
of the committee under the new scheme.
It is admitted that the Cannon forces
will control the caucus that names the
majority members of the committee and
it is believed the organization leaders
intend to capture the majority of the
committee places, leaving the insurgents
only a paper victory, outside the oust
ing of the speaker from the committee.
The forecasters are trying to figure
out who will get the places. Among
the Cannon followers mentioned as
likely to get the new assignments are
Payne (N. Y.), Daliell (Penn., Smith
(Iowa), Tawney. (Minn.). Mann (111.).
Vreeland (N. Y.). and McKlnley (111.).
Of these Payne, author of the tariff
bill, and Dalzell, who occupied the chair
during the night of the insurgent fight
on the rules, are considered as certain
of places. The only insurgent who is
considered as a possibility for the com
mittee is Norris (Neb), whose reso
lution started the fight that led to
