Reduced rate for ummer trips to western point went Into effect today. . Return tickets from Chicago to California coaat cities good from June 24 to Jul v 10. and Julv 27 to August- , are on sale today for b.dv. una round trip fare or $$ rrom Chieago to Portland, Seattle and other cities n the northwest will be avail able until September SO. C0fljlEl5 mm MEASURE (Continued from Page One.) reports. My personal opinion is that It would give a more business like city government." H. H. Newhall is also for the new plan. , "1 am in favor of the charter pro posed," he said, and signed the petl tlon to the council askine- that it be submitted to the voters of the city for their approval.' I favor It because it fixes the responsibility upon the offi cials of the city and makes them direct ly answerable to the people for their official acts." Finds Many Oood Points. ' O. A. Rltan Is enthusiastic over the new plan. "It Is the real thing," he says. "I 'was not In favor of it at first, but now 1 am very much so. The more I looked Into Us merits the more I ilked it "and I think it is the only practical system for the government of a city." T. B. Wilcox is in favor of the plan, though he lays more stress upon the careful selection of public officials than upon the form of the charter. "When the charter was under dis cussion I took occasion to make a few remarks," said Mr. Wilcox. "1 said it was not so much a question of a wtar ter as of the careful selection of men to hold the offices. If the people would f;lve the same careful attention to find ng good men we would get good gov ernment under any charter. I do not oppose the new charter, but I believe that the proper thing to do is to seo to the grade of the men who administer the affairs of the city." 8. Grutze is not in favor of the com mission plan. "I do not like the corrynlsston plan, but am In favor of a happy medium between that and the present system," he said. I believe that the committee has gone a little too far. My principal objection is that when men are elected at large, as under the proposed plan, it will be hard to get men to head the different departments who are qualified by training to do the work. I would favor. If we are to go that far, the election of a mayor who should have the power of appointing the different heads of departments from a list of men es pecially qualified bv experience and training to fill the position required." Greater Dispatch and Efficiency. R. W. Montague summarizes his rea sons for favoring the proposed charter. He says: "The chief advantages offered by the proposed charter are (1) greater dis patch and efficiency In the conduct of public huslness (2) definite location of responsibility whereby the mayor and council are made actually answerable to the public for results: and It is Impos sible on the one hand to conceal their shortcomings or shirk the consequences of them, and on the other hand good work is sure to be known of all men. i (3) Br providing good wlartes and re quiring the entire time we at least offer the opportunity to do honest and skilled work for honest pay. No man can do the city justice and not devote practi cally his whole time to it. "And lastly by those means and by di minishing the number to be chosen at a time we will oulte eertnlnlv secure a teachings not of theory alone but of j actual experience." I Senator dearta Favors It. i tne Senator Gearln Is also in favor of the proposed charter and believes its adoption would bring good results to the citv. "There sre two principal points of merit in' the charter as it Is proposed." said Senator Gearln. "One Is the ellm tna'ton of politics from the elections , ington south through Oregon and Cal ami the administration of the city gov- j fornia. thence east to Arlxona and New ernmrnt; the other Is that the six coun- rMexjro and thence northeast and north dlnicn and the mayor are to be plnced i to Minnesota. The barometer Is rela on good salaries so that they can af- tively high over the Atlantic states. jui ii in nivc mt-ii "'"j7 ""-' trntion to the conduct of the offices held by them. The jest of the pro visions are merely detail for the greater part. I am much in favor of the new plan and it should pass for the good of the cltv government." In addition to these the remaining members cf the committee of 16, Dr. C. H. Chapman, C. M. Rvnearson and F. E. Beach are all understood to he In fnvor of the proposed charter, though Frederick V. ' Hoi man filed a minority report on the charter plan and is op posed to Its ndoption. . FOR NEW READERS Big- Enterprise Inaugurated by Toe World's Work to Increase Sis Subscriptions. There Is the keenest sort of compe tition among the many magazines to add subscribers, and this accounts for the remarkable effort of The World's Work Is now making, and which it at tracting public attention from a liter ary, educational and business view point. The magaxine referred to has set Itself the task of quickly securing a large number of additional regular readers. The magazine realized that to accom plish this task it must do something out of the ordinary, which it did, by pro ceeding to arrange for an entire edition of the great Century Dictionary and Cyclopedia and Atlas, the Idea being to bring down the cost to bedrock. This was accomplished by printing tbe larg est edition ever before prepared, by cutting out the big commissions that had always been paid to book agents selling the work, and by making other economies, In no way Interfering with the high standard Of excellence In pa per, printing and binding which had al ways characterised the Century. In this way it was round that the work could he distributed at much less than the former prices, and a year's euhscrlption to tne magazine could be included. The expense of the whole undertak ing was enormous. Involving more than a round 11.000.000. but the offering was a great success, and thousands of sets coupled with subscriptions have already been distributed throughout the coun try; but it was recently decided to place the remainder in special sections where magarine circulation Is most val uable. And so what is left of the original big edition has been set aside for cer tain favored localities with the large cities as distributing points, snd sev eral Hundred sets for Portland are be ing placed through the book store of the J. K. Gill company, where those who apply promptly may now secure this splendid home library at a price almost everyone can afford and aleo on convenient terms of payment RICKEY ASSOCIATE IS UNDER ARREST (United Press teued Wlre.t San Francisco, June 1.
