T. B. Wilcox is in favor of the plan,
though he lays more stress upon the
careful selection of public officials
than upon the form of the charter.
"When the charter was under dis
cussion I took occasion to make a few
remarks," said Mr. Wilcox. "1 said it
was not so much a question of a wtar
ter as of the careful selection of men
to hold the offices. If the people would
f;lve the same careful attention to find
ng good men we would get good gov
ernment under any charter. I do not
oppose the new charter, but I believe
that the proper thing to do is to seo
to the grade of the men who administer
the affairs of the city."
8. Grutze is not in favor of the com
mission plan.
"I do not like the corrynlsston plan,
but am In favor of a happy medium
between that and the present system,"
he said. I believe that the committee
has gone a little too far. My principal
objection is that when men are elected
at large, as under the proposed plan, it
will be hard to get men to head the
different departments who are qualified
by training to do the work. I would
favor. If we are to go that far, the
election of a mayor who should have the
power of appointing the different heads
of departments from a list of men es
pecially qualified bv experience and
training to fill the position required."
Greater Dispatch and Efficiency.
R. W. Montague summarizes his rea
sons for favoring the proposed charter.
He says:
"The chief advantages offered by the
proposed charter are (1) greater dis
patch and efficiency In the conduct of
public huslness (2) definite location of
responsibility whereby the mayor and
council are made actually answerable to
the public for results: and It is Impos
sible on the one hand to conceal their
shortcomings or shirk the consequences
of them, and on the other hand good
work is sure to be known of all men.

quiring the entire time we at least offer
the opportunity to do honest and skilled
work for honest pay. No man can do
the city justice and not devote practi
cally his whole time to it.
"And lastly by those means and by di
minishing the number to be chosen at a

add subscribers, and this accounts for
the remarkable effort of The World's
Work Is now making, and which it at
tracting public attention from a liter

point. The magaxine referred to has
set Itself the task of quickly securing
a large number of additional regular
readers.
The magazine realized that to accom
plish this task it must do something out
of the ordinary, which it did, by pro
ceeding to arrange for an entire edition
of the great Century Dictionary and
Cyclopedia and Atlas, the Idea being to
bring down the cost to bedrock. This
was accomplished by printing tbe larg
est edition ever before prepared, by
cutting out the big commissions that
had always been paid to book agents
selling the work, and by making other
economies, In no way Interfering with
the high standard Of excellence In pa
per, printing and binding which had al
ways characterised the Century.
In this way it was round that the
work could he distributed at much less
than the former prices, and a year's
euhscrlption to tne magazine could be
included.
The expense of the whole undertak
ing was enormous. Involving more than
a round 11.000.000. but the offering was
a great success, and thousands of sets
coupled with subscriptions have already
been distributed throughout the coun
try; but it was recently decided to
place the remainder in special sections
where magarine circulation Is most val
uable. And so what is left of the original
big edition has been set aside for cer
tain favored localities with the large
cities as distributing points, snd sev
eral Hundred sets for Portland are be
ing placed through the book store of
the J. K. Gill company, where those
