WEATHER REPORT The minimum temperature in Port land was six degrees above sero this morning, which is the lowest tempera ture recorded since January 15. 18S8, when the minimum temperature was two degrees "below aero. The barometer haa fallen decidedly over the western cortion of the United States, and the conditions now are the most favorable for a break in the cold spell of any that have appeared during the. last nix or seven davs. Moderately heavy rains have fallen In California as , tar south as Los Angeles, and a light fall of .snow has occurred in eastern Washington and northern Idaho.
