The council la authorised to levy a tax not exceeding one half of a mill on each dollar valuation of oroperty In the payment or redemption of the bonded Indebtedness of ths city. This power has never been exercised and in conse- ouence bonds are now authorised to be issued and sold by the city to pay for the replacement of one public utility which has become .worn out, for the building of which in the first place the bonds are ' still outstanding, with no provision ever having been made for their redemption. . - . A continuation of this policy will hart the credit of the city and If pursued will seriously affect the sale of bonds for any purpose whatever, - ' Special Brldf Tand, ':; Under the city charter 'as amended ?rovlslon was made for a special brldre und and the tax levy was limited to 2 mills. For tho year 1908 a levy of one half of 1 mill was requested and under the estimates submitted for 1908, no greater levy man tnis wiu do re quired for the coming year. - The charter further provide for all otner purpose a tax not to exceed 7 mills oo each dollar valuation, and on making the levy the council should ap portion not iO exceed a certain speci fied number of mills for specified cre ated funds. - . . , - ntiu ugktinr. The l.vr for this purpose is limited by the charter to 1H mills. If the method employed at this time to -secure such service Is to be pursued It will re quire a levy of about six tenths of a mill assessment upon the valuation of the property as It Is -returned by the ss sessor at this time to provide for the same. - - If yourMionorable body does not take some action designed to relieve the city from the onerous -condition sought to be Imposed upon it by the terms of fered by the single bidder for the serv ice, an estimate calling for a larger sum must be substituted for the one here with submitted. : - ... If it should be your desire to entirely free the city from its present helpless condition in respect to its public light ing, a levy of one and a half mill, the limit which is permitted bv the charter, would realize ; about $300,000. The charter provides for a levy not to exceed three fourths of a mill for the maintenance, preservation and re pair of the streets. Under this limi tation, and the property valuation as given by the assessor this levy can be made to provide about $145,000 for this fund. The estimate filed from tho park board calls for 8116.102. The char. ter provides for a park fund and for the purposes specified limits the tax levy to one half of a mill. The levy thus limited would produce under the property valuation as returned by the assessor about 3103.000, and If any more IS TO De expended n muni ue yruviunu from tho general fund, which the city auditor states will have no money to ana re for such Dumoses. From what information I can obtain at this time from the assessor the total valuation of property both real and per sonal within the city limits -upon which the council has power to levy taxes Is 8215.886,410. Deducting from thin the usual ona per cent for errors, double assessments, etc., and the three per cent allowed for payment of taxes within tatorf tlmA a total of four Der cent must be deducted which leaves In round numners, say, ,u, or .ui.vu,. 000 upon which to fix the levy for the several special funds provided in the city charter. It Is quite evident that the tax levy will In any event have to bo made larger than wa done last year, which Is in Eart due, and rendered more apparent y tho low levy (four and six tenths nillls) made in 1908 which was also ono and one tenth lower than the levy for 1907. r Riu-n Aenartment and board ha pre .nt.i1,MfiiiutM based on what they consider necessary for their particular department without regard to th re quirement of other department of the cJtv government or the rate ol the tax levy necessary to provide for such es timates.
