It is estimated that it will require
that much more than was expended last
vear to snrinkle and clean the 84 miles
f new streets whicb have been added
to the work, among wnicn are a large
number of hard eurrane pavements. Also
the cosf-of a new barn is called for In
this estimate.
Ths appropriation for water-for city
purposes is $50,000. This 1 an appro
priation required under the amended
city charter and riving no discretion
the law roust be obeyed and the appro
priation made, -. .,
The transfers from ths general fund
call for 85.000 for street and sewer in
terest fund and of $25,000 for Improve'

If the levy for the "bonded indebted
ness fund" can be made to Include the
amount necessary to pay this Interest

that sum.

remain on hand in that fund January 1,

Balance will Be Small. :
With the most careful pruning of the
estimates submitted consistent with the
urgent necessities presented In the
growth of the city and consequent work
n the several offices and- departments
o be provided for from this fund there
will remain but a small available bal
ance at ths close of the year 1909, and
this fund can not be depended upon to
supply to any extent any appropriations
to ths several stated funds created by
the charter, or o tha numerous special
funds such as were created by the coun
cil during the present year, and for
which appropriations were made.

The council la authorised to levy a
tax not exceeding one half of a mill on
each dollar valuation of oroperty In the
payment or redemption of the bonded
Indebtedness of ths city. This power
has never been exercised and in conse-
ouence bonds are now authorised to be
issued and sold by the city to pay for
the replacement of one public utility
which has become .worn out, for the
building of which in the first place the
bonds are ' still outstanding, with no
provision ever having been made for
their redemption. . - .
A continuation of this policy will hart
the credit of the city and If pursued will
seriously affect the sale of bonds for
any purpose whatever, - '

Under the city charter 'as amended

2 mills. For tho year 1908 a levy of
one half of 1 mill was requested and
under the estimates submitted for 1908,

mills oo each dollar valuation, and on
making the levy the council should ap

fied number of mills for specified cre

The l.vr for this purpose is limited
by the charter to 1H mills. If the
method employed at this time to -secure
such service Is to be pursued It will re
quire a levy of about six tenths of a mill
assessment upon the valuation of the
property as It Is -returned by the ss
sessor at this time to provide for the
same. -

some action designed to relieve the city
from the onerous -condition sought to
be Imposed upon it by the terms of

A report from tho fire committee of
the executive board to that body is sub
mitted herewith. According to the re
port ot the city auditor there wlil be
no money to be derived from the gen
eral fund for this purpose, and the
amount expended will be confined to the
authorised levy of two and a quarter
mills, which will realize about 1452,

or the executive board in considering
this estimate is freely offered.

The levy for this fund Is limited by
the charter to one and four fifths mills,
which would realise about $370,000. The
estimate as filed from this department
calls for $282,966.

The charter provides for a levy not
to exceed three fourths of a mill for
the maintenance, preservation and re
pair of the streets. Under this limi
tation, and the property valuation as
given by the assessor this levy can be
made to provide about $145,000 for this
fund. The estimate as filed places the
disbursements 'for the coming year at
$117,654.40, and estimated receipts from
vehicle tax at $20.145. ,

The levy' for ' the maintenance and
support of a free library is limited to
one fifth of a mllL The estimate filed
for 1909 calls for the sum of $27,600.

board calls for 8116.102. The char.
ter provides for a park fund and for
the purposes specified limits the tax
levy to one half of a mill. The levy
thus limited would produce under the
property valuation as returned by the
assessor about 3103.000, and If any more

From what information I can obtain
at this time from the assessor the total
valuation of property both real and per
sonal within the city limits -upon which
the council has power to levy taxes Is
8215.886,410. Deducting from thin the
usual ona per cent for errors, double
assessments, etc., and the three per cent
allowed for payment of taxes within

must be deducted which leaves In round

It Is quite evident that the tax levy
will In any event have to bo made larger

published by the Picayune from Puerto
Cortes, Spanish Honduras, tells of a
mutiny by drunken soldters last week,
when a boatload of bluejackets from the

dred soldiers started to shoot up th
