For several hours yesterday afternoon The Dalles was theatened by a destruc tive fire. It originated in the Johann- sen , building; at Second and Union streets. The building; is frame and is situated in the midst of a number of wooden structures. But for the quick and effective work of the fire depart ment the entire block including; the new city naii wouia nave been wiped out. Eusena. Or Dec ,1. Joaaoh Jarnha of this city, was given the maximum sentence In the circuit court yesterday for; violating; the local option law. He was sentenced by Judge Harris to pay a. fine, of $600 and to serve a term of 10. days in the county jail. This is Jacobs' third conviction. The relchstag in dulged in a remarkable debate today when three plana for curbing the kaiser were submitted. The Socialists asked that restriction be placed on the kaiser, making It Im possible for him to declare war with out the oonsent of the reichstag and the federal council. The socialists also wanted to make the chancellor person ally responsible for what the kaiser said and did and to hold him liable to criminal prosecution should he permit tne emperor to involve tne nation in situation that would bring discredit upon it. The Liberals offered a similar plan, but modified the criminal prosecution feature. The centrists wanted the con stitutional responsibility of the chan cellor fixed.
