Socialists, Liberals and Cen

Imperial Tongue.
(United Press Leased Wire.)
Berlin. Dec. 1. The relchstag in
dulged in a remarkable debate today
when three plana for curbing the kaiser
were submitted.
The Socialists asked that restriction
be placed on the kaiser, making It Im
possible for him to declare war with
out the oonsent of the reichstag and the
federal council. The socialists also
wanted to make the chancellor person
ally responsible for what the kaiser
said and did and to hold him liable to
criminal prosecution should he permit
tne emperor to involve tne nation in
situation that would bring discredit
upon it.
The Liberals offered a similar plan,
but modified the criminal prosecution
feature. The centrists wanted the con
stitutional responsibility of the chan
cellor fixed.
The speakers, while making stronar
polnts. were mild In their references to
tne aaiser.
