Expenditure of $1,000,000 will be recommended by the special bridge com mute of the council and the commit tee from the Federated East Side clubs. This was decided on at a Joint meeting of the two committees yesterday after noon. Captains Pease and Empkens, river pilots, declared that a bascule drawbridge Ilk that described by Engi neer Modjeskl would not Interfere with navigation.
