supreme rourt to determine the matter.-

The state treasurer recommends a re
vision , of the present inheritance tax

quests in excess of 82,000. As the law
now stands no estate valued at leas
than $10,000 Is subject to tax. Be
quests and devises exceeding $600,. to
persons not related to the donor, the
state treasurer thinks should also be
subject to tax. The receipts from the
inheritance tax for the past two years
were 844,669.81 and the treasurer be

smaller estates according to the plan

with Miss Clark shortly before her dis

The uncle of Edna Clark, despairing
of maintaining; secrecy by the finding
of the girl with the aid of private de
tectives, at last .has called upon the po
lice of this cltv and Oakland. Today
descriptions of the girl, with all known
data concerning her actions on the day
of her departure, are on .the way to
every police department in . the United
States. -

The connection of Father Payson
Toung, rector of the high church Epis
copal parish, with the case has caused
a great sensation and has aroused the
keenest, interest,- especially in the par
ish, where he has enemies. The rector
has submitted calmly to sharp cross
examination and has answered all ques
tions. No evidence aganst 'him of any
kind has been found.

stepson of Michael Halllhan. a San
Francisco politician. Is in the city prison
as the result of the confession of Mrs.
C. R. Bright that be aided her to chloro
form and rob her husband. According
to Mrs. Bright, she became so enam
ored of Blake that she fell in with his
suggestion that she should chloroform
her husband and rob him after retiring
for-the nleht. - This was done and she
says Blake secured $176.
Later she learned that . Blake had
caused an estrangement between her
self and her husband by carrying con
cocted tales to each regarding the al
leged actions of tne other.

Council Committee and East
, Side Clubs Agree on
Bridge.
Expenditure of $1,000,000 will be
recommended by the special bridge com
mute of the council and the commit
tee from the Federated East Side clubs.
This was decided on at a Joint meeting
of the two committees yesterday after
noon. Captains Pease and Empkens,
river pilots, declared that a bascule
drawbridge Ilk that described by Engi
neer Modjeskl would not Interfere with
navigation. On hearing th opinion of
the pilots several members of the com-'
mittees withdrew opposition to this
type of'bridae. Before th Dllots aD-

pension bridge, at whatever cost.'
It is believed that $3,000,000' will
cover all the costs including the pur
chase of terminal sites. A suspension

by the committee to make the height
65 feet above high water mark and $3.12
feet above th city base line at the cen
