San Francisco Steamers No Longer Subject to Regular Detention. San Francisco, Cal., Sept 29. San Francisco merchants are rejoicing be cause the government has raised the Quarantine on all vessels going from this port. Word was sent out from Washington yesterday that vessels from San Francisco need not be Inspected unless sickness Is discovered. Action to the above effect was taken at the recommendation of Dr. Blue, who has been In charge here since the plague scare of last spring. Dr. Blue stated that It had been so long since a case of the disease had been reported that he thought It wise to take off the quarantine. (Special Dispatch to Th Journal.) Astoria, Or., Sept. 29. Having discharged her cargo of canned salmon, the American ship Ber lin yesterday was towed from Alblna dock to Goble, where she will be tied up for the winter and left in charge of a watchman. The Berlin was one of the first Brls tol bar salmon cannery ships to re turn this season, having been beaten to the Columbia river only by the Ameri can bark Henry Vlllard, which Is now -discharging her salmon eargo at As .r tor la. The steamer registers I lit tons net. This Is the second oteamer to come from Newcastle this reason In ballast to carry wheat for ' Europe, the first being the Magdala, '.which is now loading here. The Magdala brought enough coal with her to steam her from this port to Coronet, the South' American coaling station, and will save some on her full bill going home.
