The committee refused to recommend the ordinance for paasage and Kellaher threatens to bring the matter up before the council next Wednesday. Kellaher's resolution to revoke the franchise of the Portland Hydraulic Elevator company was referred to City Engineer Taylor and City Attorney Kavanaugh for a re view of the facts In tho matter. The hydraulic company's , franchise Is owned by the Portland Railway. Light Power Co. and shortly after Its purchase discontinued service to its patrons, whom Kellaher claims were forced to purchase electric motive power from the railway company. Kellaher contends that Inasmuch as the company Is not operating. Its franchlae should be revoked.
