Newcomb the woman's husband, con tracted with Wllkins for a lot and the erection of a house upon it. He paid down about $300. the balance to be paid In installments and was to work as carpenter for Wllkins, part of his wages to go toward paying for his house and lot. About two months ago Wllkins asked to be allowed to take the contract to his office to copy it. He never returned it. although he alleged In court that he had done so. He brought an action In ejectment against the Newcombs, but lost the case, which was non-suited. ltecntly Air. Newcomb went to east ern Oregon to work, one day when Mrs, Newcoinh had stepped out to see one of the neighbors, Wllkins got Into the house, locked the doors and refused to let her In. She went to her attorney, and acting Municipal Court Clerk Will Issue Warrants Only When So Inclined. The. torney ' breach between the district at- offh e and that of the clerk of the municipal court which begun almost coincident with the new administration was considerably widened today. John T. M liner, the clerk of tho court, said today: "This court Is not nn ad junct of the district attorney's office In any way, ir this court does not con sider the Information filed by the dis trict attorney sufficient to Issue a war rant no warrant will be Issued. And If the district attorney's office declines to Issue a complaint. I will make out a warrant if (lie facts Justify doing so." The cruiser s.iiadron, constituting the Pacific fleet, is assembling here today In preparation for Its voyage to Samoa and return. I'nder command of Hear Admiral Swin burne the ships will depart Monday morning, and will first visit Honolulu, arriving there September 2. The tor pedo flotilla, which will be towed by the bigger ships on the trip, is expected to assemble in the harbor tomorrow. With the exception of the Colorado, which was recently damaged by run ning ashore In the straits of Fuca, and will be laid up for repairs, the entire Pacific squadron lies nt anchor here ready for the three months' voyage. It will remain at Honolulu a week, will arrive at Pago Pago, Samoa, September 20. will leave there September 27, and will return by way of Honolulu nnd San niego to Mngdalena bay, wdiere they will arrive November 1 for target prac tice. Cor klns. a civil engineer, reputed to have wealthy relatives nt Cincinnati, Ohio, shot himself to death in a Tacoma rooming-house at nn early hour this morning. No cause for the self-murder has been ascertained. In closing that any smallpox. This step was deemed advisable by Dr. I'ohl after carefully considering the present situation. Smallpox has been prevalent throughout the country for several montlis in a mild form und cer tain cltlaens object most strongly to quarantine. Ho mudled huve been these people In their evasions of the uuurr.n tlne that they have Infected whole neighborhoods and mado the work of the health department almost a lira n Un called Smallpox Stomach Trouble. The health department lias patiently contended with this attitude as long as It could without endangering the public health, but a sweeping change is now to be made und prosecutions will follow in every case where evasions of the quarantine aro discovered and In the event of persons falling to report a case of smullpox. As a beginning in the new arrange ment l)r. pohl this morning swore to a complaint charging I r. James K. Jew ell, an osteopath residing at 41ti lllbbard street, with falling to report smallpox In the family of Mrs Mary Jewell, a relative, and living at 960 Kast Twenty sixth street north. Mrs. Jewell and her daughter, Jllss IIultlB Jewell, were afflicted with the disease following the Illness of a small son who was also a victim of smallpox. 11 Is said that J11. Jewell was called In and he Is alleged to have diagnosed the Illness as stomach trouble. He made no report on the cases. I.atijr Dr. tleorgn H. Stovull was called In 'and he at once pronounced the disease as small pox and reported It to I r. I'ohl. The health officer Immediately visited the house and found both Mis. Jewell and her daughter suffering with small pox and placed the house under quaran tine. The small son was not in tho house w hen I r. I'ohl visited the place and was doubtless running about with neighbors' children spreading tho dis ease in tho neighborhood. I r. Pohl said that it was just such conditions as this that make it almost impossible for the health department to stamp out the disease. A similar case is that or a girl employed in 11 downtown store. When a doctor found smallpox In her family she immediately ran from the house to a ncghbor's by the name of West, where sin; has since lled. At no time did she stop her work in the place where she is em ployed and may huve spread the dlseuso to her fellow employes. As soon as this evasion of the quarantine was discov ered the health department placed West's kiouse under quarantine because the girl had exposed that house and family to the disease Two Strikes at Stockton. Stockton, Cal , Aug. 13. This city to day faces two strikes one of the team sters, the other of the bakers. Efforts are being made to conciliate the warring Interests, but the dispute between the employers and their workmen In each Oitse Is bitter and little hope ts ex pressed that the matter can be adjusted without delay.
