THE OREGON DAILY JOURNAL, PORTLAND, WEDNESDAY EVENING, AUGUST 19. 1908 11 PARKER GREETED BY HUGE CROWD AT OPENING OF OREGON CAMPAIGN (Continued from Page Kour. ) be regarded rarefully liy the voters, as to whether the Republican party should be continued longer In power or should be auoceeded, by the Dumofratlo party. Ve are all convinced that there are vlla In our body politic which reuulia attention. I'' or ears t hone e tin have beep allowed to develop and the time bus come when they should be checked. The people, Judge Enrker aald. learned long; lino that It Is one thing to de clare principled and another thing to pass laws that will seen re them. He rehearsed brlcflv the history and cause of the laws and constitution of the I'nlted States, "the mont wonderful in strument ever cn-nLid by the brain of man. In the creation of trUHts and predatory Interests the real pur pose Is to persuade the people that the fault does not lie with t!e state, hut with the federal government.- "I say that the federnl end state gov ernments were derelict In their duties. They could have prevented the combina tions In restraint nf trade. They frilled to enforce the law. And the failure has not been due to the judiciary; It has been due to the executive officers of the government. There Is vested In the states themselves the very power to prevent the ln1ustlcrs of which they complain. It Is an old law. "Who la responsible for the state gov (nimcnts north of Mason end lMxon's line? The Re publicans linvo been in control while nil these evils of which we Justly com plain have been growing without hind rance. Orllla Republican Inaction. Judge Parker mercilessly scored the Inaction and studied deceit of the Re publicans in handling the tariff prob lem and also referred to the manner In which the combinations or trusts reaped benefits by milking t lie people of their money and iibing part of the dividends to retain the Republican party In con gress in order that they might continue latlon? Now why have thev? The first purpose of the tariff was to provide a revenue wfth which to conduct the business of thu government.
