Grant held that the ordinance recently passed, by the city council requiring property owners to cut and remove glass anil weeds exceeding 10 Inches In height from all property within 120 feet of an Improved street, cannot be enforced. Ilia opinion was made at the request of the ponce committee of the cltv executive board. I'lin second objection la that no notice Is required to be given to the property owner, and 1 am or the opinion that the city, before It could place a Hon upon the property for the cutting of grass and weeds should first re quire a notleu of some kind to be given to the property owners The next ob jection s that the ordinance provides that a lien ugalust any lot shall be en tered in the docket of city liens, and when so docketed shall be collected In the same manner ns assessments for street improvements are collected, or the same may be collected In any other manner ns the council of tho city of Portland may direct. "I am of the opinion that the ordi nance should prescribe a definite mode f enforcing the collection of a lien and not prescribe one method In the ordinance Itself and leave It to the council to prescribe another method. In other words, one method and one method only, should be prescribed.
