July 18. William J. Bryan la receiving congratulations today on a speech he delivered to a delegation of labor leaders last night but he refused to make the mes sages public and would not discuss them. Bryan would say nothing today about the report that labor leaders will take the Democratic stump and advocate his election In the coming campaign. Thev candidate said he had not received any Intimation that Governor Johnson of Minnesota is coming here to see him, but added that Johnson would be exceedingly welcome to Fairview. It has beeh reported that Johnson Is coming here soon. It Is probable that Bryan win spend two dayi In Chicago when he goes there July 26 to attend the meeting of the sub-commltlee of the natlonni Democratic committee, at which a cam paign manager will be selected. He expects to make several Informal speeches along the route and this trip win mam me Deginning or me cam paign. Bryan Bald today that all those speeches will be confined to discus sion of the platform and the resultant Issues. Bryan refused to go on a special train. He will travel In the usual man ner and will be accompanied lv only hlB secretary and newspaper reporters. PACIFIC FEEL E Mistakenly Allege Portland Favored by Reason, .of Be ing a Way Station. (United Preaa Leased Wire.) Washington, July 18. Declaring that the charge of $2.50 a car for terminal switching charges exacted by the South ern Pacific and the Saute Fc railroads Is Illegal, the Pacific Coast Jobbers and Manufacturers' association today filed a complaint with the Interstate Commerce commission seeking to have the rates declared illegal. The pollution nsks that the rati? he reduced to $1 If It Is found that th" railroads have a right to Impose the switching charge at all. The complaint reiltes that the ter minal switching charge exacted at San Francises Is a discrimination against that city in favor of Portland. Oakland. Sacramento and oilier coast points that do not have to pay this charge because they Hre not rated as terminal points. The commission will look into the mat ter. Portland is a terminal point, and one of the most important on the coast. The business of switching cars Is con trolled by the Northern Pacific Terminal company, dominate! by the Harriman lines. This company Imposes a switch ing charge of $5 per carload of freight, unless the through rate applies in such n manner as to eliminate this charge, which occurs on certain shipments. The United Railways, operating a switching line between north and south Portland, works under a franchise permitting It to collect a switching charge of J2.50 each way, for either empty or loaded cars. . This Is the effect of a decision of the comp troller of the treasury which has just been rendered In response to a request of the war department. The question came up some weeks ago whether or not an employe of the navy yard wan entitled to leave of ab sence if, through no fault of his own, he was iald off for SO or more days. It was held ny the Judge advocate general of the army that employes were still in tne service, nitnougn tney were laid off for the want of work, and that the leave of absence accruing at the rate of a day and a half a month con tinued and they were entitled to leave pay. He found that someone had taken the lock of the outer door of the calaboose and had stolen the keys to the cell, after breaking In.
