A monument of official unprogresslveness and a standing disgrace to both the city of Tortland and the county. suffocation. It ts old, worn out, the roof leaks and is crowded to Shall a tnx levy be made this fall In provide funds for the building of a J i00,000 courthouse on the site of the present antiquated arid overcrowded structure? The question of making a etart in that direction will soon come Ui the front, for the time for consid ering tho tax levy will soon come around ;nd tentative plans aro already being discussed. So far the Idea of courthouse offi cials, who are best qualified to know the needs ami work out a plan, centers on a tax lew of one mill for two years, and 1910. This would provide Jieerly $250,001 each .veiir, not enough to liulln and lurnlsn the klrwl or a eourt lumse the county now needs, but the de ficiency can he supplied from other sources bv the time it in ne-eiled. The plana now being talked of call for a building; to cover all, or nearly all. the hlock. The location of tho building as it stands lends itself to this Idea, as the new luiildlnc can be started on one sido or the other of the old building and portion of It be made ready for occupanc-y before the present structure !s torn away. This would avoid additional expense for rent while the work Is under way. Crowded to Overflowing-. At present the offieesof, the founty assessor, treasurer and school superin tendent are in the city ball, where the county pays rent. Tho assessor In particular requires large office sfiace, and much inconvenience Is taused to taxpayers who have to make Inquiries concerning assesamcnts nt the city hall but set their tax statements and pay their taxes at the courthouse Another office that could be provided for Is the district attorney, who Is now In the downtown district. Nearly every office In the courthouse Is overcrowded and the officials are calling for more 'room. In September It will bo necesparv to provide a grand jury room. The Juvenile court has be come an established Institution, and it Ip.cka adequate quarters. The sheriff's office is so limited in extent that there is little more than standing room for the force of deputies when all are as sembled. The valuta- In the office of the coun ty clerk and the circuit court are be ginning to overflow with valuable records, that cannot be replaced It de stroyed, and need to be guarded with the greatest care and most modern methods of protection. The four de partments of the circuit court wear a dilapidated appearance and could be ro built as to lessen the annoyance that results from noise on the streets, com pelling tb' complete suspension of work while trains are passing on the Fourth street side. Tho roof Is leaky in places and the building lacks modern protection In case I 08 36 324 49V4 127 82 104 2 0 XT 183 'i 20 137 1153 4 IV, 81 59 i9 of fire. All of these things are reasons for a new building, to say nothing of the effect on visitors from other cities and states who are accustomed to "point with pride" to the courthouses In their own towns and are painfully surprised when the weather-worn court house of Multnomah county is pointed out to them. Mora Boom K7 ceded. , Th location Of the Jail Is a matter that requires uonsidurat ion. This may be retained In the. basement, or out on the top floor, the latter plan being fa vored by many. The Jail, too, is fre quently crowded, a condition that will be Increased rather tnan diminished In future bv the adoption of the grand Jury system, which will result In keep ing all persons charged with felony In Jail during the summer season. An alternative nlan has been suggest ed of f illing on the legislature to give the county commissioners power to bond the county for money to build, but I li 1 1; 4e i,i,,rtitln riwitlind a n .1 m ,u n a a large expenditure for Interest adding I c.' ,,'' 'p'"'' largely to the aggregate cost. "It f.i'. i.-es-. me that it would be far more 'nti -facfory to the public if the high officials of the land department would openly deny tiny of the allega tions contained in Pater's book, rather than vent their spleen upon some inno cent person. In my humble opinion, it would be far more preferable to all concerned if they would court the full est investigation rather than undertake to suppress the facts by swinging their ax. I am responsible lor most of the assertions reflecting upon tiie adminis tration of the general land office, and stand ready to prove every charge made In the book, providing I am afforded unrestricted facilities for examining the records.
