So far the Idea of courthouse offi
cials, who are best qualified to know
the needs ami work out a plan, centers
on a tax lew of one mill for two years,

ficiency can he supplied from other

The plana now being talked of call
for a building; to cover all, or nearly
all. the hlock. The location of tho
building as it stands lends itself to this
Idea, as the new luiildlnc can be started
on one sido or the other of the old
building and portion of It be made
ready for occupanc-y before the present
structure !s torn away. This would
avoid additional expense for rent while
the work Is under way.
Crowded to Overflowing-.
At present the offieesof, the founty
assessor, treasurer and school superin
tendent are in the city ball, where the
county pays rent. Tho assessor In
particular requires large office sfiace,
and much inconvenience Is taused to
taxpayers who have to make Inquiries
concerning assesamcnts nt the city hall
but set their tax statements and pay
their taxes at the courthouse Another
office that could be provided for Is the
district attorney, who Is now In the
downtown district.
Nearly every office In the courthouse
Is overcrowded and the officials are
calling for more 'room. In September
It will bo necesparv to provide a grand
jury room. The Juvenile court has be
come an established Institution, and it
Ip.cka adequate quarters. The sheriff's
office is so limited in extent that there
is little more than standing room for
the force of deputies when all are as
sembled. The valuta- In the office of the coun
ty clerk and the circuit court are be
ginning to overflow with valuable
records, that cannot be replaced It de
stroyed, and need to be guarded with
the greatest care and most modern
methods of protection. The four de
partments of the circuit court wear a
dilapidated appearance and could be ro
built as to lessen the annoyance that
results from noise on the streets, com
pelling tb' complete suspension of work
while trains are passing on the Fourth
street side.

for a new building, to say nothing of
the effect on visitors from other cities
and states who are accustomed to
"point with pride" to the courthouses
In their own towns and are painfully
surprised when the weather-worn court
house of Multnomah county is pointed
out to them.

Th location Of the Jail Is a matter
that requires uonsidurat ion. This may
be retained In the. basement, or out on
the top floor, the latter plan being fa
vored by many. The Jail, too, is fre
quently crowded, a condition that will
be Increased rather tnan diminished In
future bv the adoption of the grand
Jury system, which will result In keep
ing all persons charged with felony In
Jail during the summer season.
An alternative nlan has been suggest
ed of f illing on the legislature to give
the county commissioners power to
bond the county for money to build, but

Spooner Retained.
Former Vnited States Senator John
('. Spooner of Wisconsin, now practic
ing law in New York, has been retained
bv the Oregon & California company,
of which K. H. Harriman is president,
bt special counsel for the railroad.
Another railroad attorney with a na
tional reputation, who will also be In
Portland when the case Is called. Is
William F. Herrln the political boss
of California and the chief counsel for
Harriman on the Pacific. W. P. Fen
ton of Portland will also be among
those appearing for the defense. While
W. W. Cotton is northwest counsel for
the Harriman interests, it Is not likely
that he will take an actual part In the
fight. Mr. Cotton is secretary of the
Oregon & California j company.
Bonaparte May Attend.
If Attorney-General Charles J. Bona
parte is still In office at the time tho
case comes up for hearing it Is quite
probable that ho will be In attendance
in the Interests of the government.
H. D. Townsend. formerly assistant
district attorney for South Dakota,
who has been made a special assistant
to the attorney-general, and who has
been working on the case more than a
year ami gathered material upon which
congress passed an act making It possi
ble to prosecute the case, will be asso
ciated with Tracy C. Becker, who holds
a similar position In the department, in i
prosecuting the case for the United
States.
Portland Firm Employed.
The Union Trust company of New J
York, which holds papers to secure j
mortgage bonds to tbe amount of $30,
000. 000 given by the railroad company,
has already retained me services of
Dolph, Mallory, Simon & Gearin, two
members of which are former United
States senmors. to look after their interests.
It Is understood that the railroad
company hus been making use of cer
tain timber on the land held by the
grant, and that when the case is called
the government will ask tnat a tem
porary injunction be issued rest rainlpg
the railroad from fm-iner use of these
lands.
Will Go to Supreme Court.
In all probability the case will be in
the courts two or three years nt the
least, and will eventually go to tho su
preme court of tha United States for
final decision.
Mr. Townsend is now at work on the
bills of complaint and as soon as they
are completed they will be forwarded
to Washington for the approval and
signature of Mr. Bonaparte. The act
of congress provides for the signature
of the attorney-general upon these
papers.
