Board Stiff ieient Cause for New Insubordin ation or Out They Go for Good. Committee Settles Form for Presentation; Also of ' "Railroad Plank. Joe Dny, Frank Bnow, Frank Car penter and Joe Reslng, the four detect ives who have been Jockeying with th executlvo board and the courts over their positions for the past year, are very likely to lose their Jobs and their advantage won from the civil service communion at one fell swoop at the meeting of the police committee of the executive board this evening. The four men. By reason of their re fusal to obey the commands of Chlf Uritzmacher and report for duty In uni forms, bave violated the rules of the department and the specifications of the city charter and are subject to punish ment ranging from reprimand to dis missal from the force. Told to Return to Work. The four men were dismissed as In-, competent by the executive board over a year ago. They appealed their cas. carried It to the courts and at last to the civil service commission, who after an investigation ordered the men to be out back to work on the force. On Junu 17 the executive board, following the order of the rommlHslon, directed Chief Uritzmacher to notify the men to ap pear for duty in uniform and take their places on beats to be assigned to them. The four detectives demurred to tho order, taking a day in which to con sider the matter. At the end of that time they appeared with their attorney, Kalpli Moody, and refused to return to wotk except as detectives in plain clothes. About the same time Mr. Moody brought injunction proceedings against Chief (Jrltzmncher In the case of Joe Imy, demanding that the chief be en Joined from enforcing his' order. This suit Is now pending in the circuit court. The police committee has taken cog nizance, however, of the fact that, the mpn are insubordinate and refuse to obey the orders of the chief and havo summoned them to appear this evening and show cause for their action. It is contended that the refusal of Day. Snow, Carpenter and Reslng to obey the commands of Chief Gritz macher puts them liable to the penalties provided tor Insubordination which range from a fine or reprimand to sus pension or discharge. The -question will be investigated this evening nt the meeting of the commit- 'Stvtee, and while no member of the oonvj mince will iiipst'uss ina limner ll :3 understood that should tne four men not furnish Rood and sufficient reasons for their refusal to obey orders tliev will be dismissed from the service for good and all. Should this action be taken It will secure the result which has V(een striven for by the executive board since the first of the trouble. It is an unjust reflec tion upon a great body of our citizeus to assume that they lack respect for the courts. "It 1m the function of the courts to Interpret the laws which the people create and if the laws appear to work economic,-social or political Injustice, It Is our duty to change them. The only basis upon which the integrity of our courts can stand is that of un swerving Justice and realization of life, personal liberty and property. If Ju dicial processes may be abused. we should guard them against abuse. After having bucked strong winds and a heavy sea an tne way irom uic Golden Gate to the mouth of the Colum bia river, the steam schooner Johan Poulscn, Captain Nllsson, arrived at Oak street dock last night with a full cargo of freight and a number of passengers. To buck the elements every pound of steam had to be crowded on, and tho hot fires In the furnaces scorched the paint off the funnel. At times the high seas broke clean over tho vessel, al though like the typical steam schooner of this coast, the craft Is built to ride the waves. The cargo is being discharged at the Oak street dock today. It consists of leather, oriental goods in trans-shipment for ports throughout the Pacific northwest, paints, groceries aim nuru ware. Tomorrow the craft will be taken to the mills of the Inman-Poulsen Lumber company to load lumber and on Saturday she will shift to Prescott, down the Columbia, to finish for San Francisco. The steam schooner Nome City, Cap tain Hansen, arrived rrom Coos bay this morning. Captain Olson of tho Alliance, who went pilot this trip, snys the weather was foggy off tho coast but otherwise pleasant. The Nome City brought G3 passengers .:"d a large quantity or freight. The Alliance will in all probability resume her old run next Saturday on schedule time. Hhe has been thoroughly overhauled while in the harbor. It was reported from Ban Francisco this morning that the steam schooner Northland, which has- been carrying lumber from this port to San Francisco for several months, has been tied up the cnarter to TTT tea Each Sunday afternoon the Orants Pass boys' band, under the leadership of Professor Milton Rowell, go out to Tokay Heights and render a concert under tho trees, and the bund is fnl-i Hh'-i nui'i. Tim weather bureau this morning re ceived a wireless message from the steamer President, off Cape Kltzabulh on the Washington coast, stating that the weather was thick with a heavy mist and a smooth sea. The wind was southwest six miles, the thermometer M and the barometer 30:04. Henceforth the weather bureau will receive reports concerning weather conditions every time a steamer with the wireless ap paratus on board passes the Oregon or Washington coast. j, The steamer Eureka is due to arrive here this evening from Eureka ajid Coos Hay. She comes in command this time of Captain Mack, formerly first officer on the steamer Roanoke. Cap tain Norren of the Eureka is taking a vacation on account of poor health. "With only one more day In which to take out licenses only 213 saloonkeepers had taken out their license this morning for th next quarter, leaving 231 dealers to be heard from. The unusually high number who have failed to take out their li cense thus far leads the license inspectors to believe that many saloonkeepers will go out of business. As a usual thing there gener ally remains about 125 licenses to be taken ut on the day pre ceding the final day on which 11 ceivses can be secured, but this year there are 231. There Is no accounting loi the great dis crepancy this year other than that a large number of dealers are going out of business. This is In line with other large cities, especially In the east, where hundreds of saloonkeepers In Chicago and New Tork volun tarily closed their saloons be cause of the fa'Ung off of busi ness.
