' inland Waterways to Be Developeti Kew System of Police Control From the China Mall. 'The realization of imminent perils ". from the Inland waterways of the prov lnces has led China to adopt such means ", as seem most available and practicable for the more adequate protection of her riverine system. Provinces that have - hitherto?-Jiad no special provision for 1 v policing ,bv water patrol are io nave ' their rivers and other navigable chan nels inland guarded alike for the sup pression of piracy and also with a view to prevent the smuggling into the tnr terior of arms and munitions of war. j . We notice that the provinces of Hu I ' nan and Hupei are to have a "provin cial admiral tinder whose special Jur isdiction will be tne cnarge oi riverine 1 ; defense. Thus far In the history of ad ministration of the empire this class of officials has. we believe, held office , onlv in the seaboard provinces. When, i however, the extent and excellence of 1 " Inland waterways within the bounds of '.the provinces under consideration are appreciated it becomes clear that on their proper control the fate of the r - country in times of emergency may con . eelvably depend. Hunan is drained by four rivers which all empty into the Tung-ting lake. A t " glance at any reliable map will show that the basin of these rivers covers little less than half the province, and t the fact that the river Hsiang Chiang ) 1 and certain of Its numerous tributaries ; ' are navigable for cargo boats Is sig i.jiiflcant In relation to facilities for easy ) v transportation between the Yanetse and all the eastern part of Hunan to the I ' borders of this province of Kwang-tung. To judge of the extended system, some : '. of Its ramifications, the Journey across from the Kwang-tung north river of : I Lien-chau to a point in Hunan where ' . f a M&vigahle stream is reached that con fv - nifcts with channels by which the trav f s erVr may go through to the Yangtse is ' quite practicable, and has been under I " taken recently with fair frequency by ; persons berit on getting views of three Of the finest provinces In China. ' , As for Hupei, a province diviaea ty the Yangtse Into a southern and a ! '-northern prt, the means of transporta tion afforded by this river and by he Han.' which Joins the Yangtse at Han kow, are among the marvels of inland navigation. We have Indicated some of the circumstances leading to a more careful and complete control of these great waterways, utner causes are pre sumably to be sought In the tendency ; 4 recently manifested by western nations i - to taxe upon tnemseives me autyor pa i !. trollng Chinese rivers. Japan has been is the , last to Intimate an Intention of j t seadlng war vessels up the Yangtse. and Ii In view of the situation that now ob- ! tains between these two countries the -reasons for proper control and safe ' guarding of their avenuea of access to - her territory have, received additional t weight and importance. MISSION OF TINY FISH. To Destroy Mosquito Eggs and Sate Inhabitants of Malaria Regions. . From to.. Chicago Tribune. C. Kenrlck Gibbons has discovered that all the pools and swamps in Bar bados aro stocked with swarms of mil lions, a tiny fish which gets its name from its vast numbers and which feeds on the largae of the mosquito. Some specimens have been got to England successfully and flourished there In the Insect house, at the zoolog ical gardens. Mr. Gibbons hns proposed that the millions be Imported Into ma larial districts, and his suggestion has been acted upon with happy results. The health board of Antigua, another island, being convinced of the useful part plsyed bv these fish In consuming mosquito larvae, has arranged for their systematic distribution throughout the ponds and streams of the Island. Like tidings come from Jamaica, whither a conslenment of the fish was sent not long ago. The secretary of the agricultural society there writes that the tanks at a certain hotel are full of them end that he has been Informed that there, has been a marked diminu tion of fever round about, the millions evidently accounting for the mosquito larvae. They have also been sent to Colon and British Guiana. It Is sug gested that these useful fish get a trial in tne maiariai renons or Arnca ir. like the malarial mosquito, the insects which carry the terrible diseases which are endemic there pass the larval stage of their existence In water. The Swedish consul at Frankfort has discovered another small fish named the blue-eyed which feeds on mosquito lar vae. At the request of the Italian gov ernment some are to be sent to the Campagjia, where so much has been done in recent years to diminish malaria. WEATHER REPORT Don't fail to read Delauna Beach com pany's ad in today's Journal. Rhinoceros Blood a Cure-AH, From the London Standard. The blood of the rhinoceros Is verv nigniy esteemed Dy wurmese and Chin ese as a medicine for all kinds of ali ments, wnenever a party or hunters are 'successful In shooting a rhinoceros they are less numerous than they used to oe tne native peaters carefully draw off the blood and bring It to Rangoon stored In hollow bamboos. The precious liquid is worth its weight in silver. Owing to wire trouble a large number of reports are missing this morning, especially In the Rocky mountain and southern states. The barometer Is rel atively high over the north Pacific states and relatively low over Califor nia, and a high pressure area overlies the New England and middle Atlantic states. Fair weather prevails on the Pacific slope, and showers, heavy In & laces, have occurred In Nebraska, South akota and UDDer Mlchiaan. Tempera tures are nearly normal on the Pacific slope and above normal generally throughout the eastern states, especially in New England, where It Is about 10 degrees warmer than usual. The Indications ore for fair weather in this district tonight and Tuesday.
