' : : : T0E EATE WXU By Adopting New Plan of Quoting Rate Steamship Company la En abled to Change Rates to Interior PolnU on Moment" Notice. 1 Commariclng today tha Harriman line .will no longer recognise the Interstate commerce commission's authority over its water lines plying out of Portland. Bates will be raised or slashed as may seem fit on a moment's notice, t it Is tha first stp pointing to a red-hot freight rata war along: tha coast , i , The announcement comes through a harmless appearing tariff sheet giving a new arrangement of rates from San Francisco to Interior points by way of Portland and vlca versa. , Instead of fivlng ths through rata It quotes a rat rom San Francisco to Portland aai then the rat from Portland to what ever interior point it might b. By ad ding the two rates together the through rata Is obtained.. The same plan is ob served In arriving at a rata from an in terior point to San Francisco. By employing this method of calcula tion the comsanT Is In position -1 change its rates from an interior point to San Francisco or Vic versa at any time without notifying either the public or the interstate commerce commission. The rail rate from the port to interior points can be permitted to remain un changed while the rate from port to port can b slashed - or increased to ault the occasion. ' According to an official-of tha com nanv the steD leaves an opening for participation In any kind of a rate war along the coast It Is understood that similar tariffs will deal with trans pacific business, In which event the HarrlmiLn . Unea will be In a much bet ter position to cope with Japanese and other forele-n comnetition than under existing conditions with a fixed through rate on goods booked for Interior ports. The new tariff sheet shows no changes In rates so far but there is no telling what mlB-ht follow now that the com panr baa slipped tha fetters of the interstate commerce commission. RETURNS FOR CARGO. Hark Homeward Bound- Will Carry New Grain to Europe.; The American bark Homeward Bound which was ' here last fall and mad a rattling voyage to England with a cargo of wheat will return next fall to again load wheat Sh Is reported as having been chartered to carry a cargo of gen eral freight from Europe to Vancouver, B. C and then to proceed to this port tn load araln' for a return cargo. . The Homeward Bound Is an iron ves sel and was formerly the German bark Otto Glldemelster. Sh became a dere lict and after having been purchased by San Francisco people wae transferred to American registry.. Sh is In command of Cantaln Thompson and when hare last fall attracted a great aeai or: at tention because of tha fin condition In which she was kept The decks looked more like those Of a man-of-wars-man than a merchantman, but the sailor complained - of having to work too much. The bunch that brought the bark here from Australia quit as soon as they reached port RAN INTO HEAVY SEAS. Steamship Rose City . Reporta Ter rific Weather Off Coast. LOOKED AFTER BY STATES For every great reform the first re qulslt Js knowledge of the fact. . Act ing upon this belief,- the National Con Siimers' leagu has, sine 1902,' issued annually a handbook of child labor leg tslatlon, ' in which sn attempt . is snad to state accurately and In a form easily used by the general reader the law cur rently . in force throughout "the country with regard to child labor and school attendance In view of the sorry lack of available'- up-to-date official data, this little book complied Dy josepnin u, Goldmark is th most valuable contri bution of the year to th subject with which it deal. , , When th first edition of the Hand booka four-page . leaflet 'was pub lished in 1903, the hop was expressed by th Conumer'league that by the close of the present decade, in 1910, tne uniform minimum age ,-for beginning work might be fixed at 14 year in ail th states and the District of Columbia. Renrlnta of tha Handbook may be had on application to the National Consum ers league, luo lani . iwuoiy-iewuu street, New York city. ' ' ' - To achieve this modest gain In - the ers' now ramainlna 18 months Of the decade. congress and the legislatures of no less than 19 states, together with Hawaii and New Mexico, would have to enact legislation. Since, however, congress Is still In session and a child Tabor bill 'which has oassed both senate and bouse, is now in conference, while the legislatures of Georgia and'" Louisiana meet during the present summer - and more than SO legislatures will be 'In session next year, the proposed under taking though large, Is by no means impossible.. , .. . - . Bo Teuar Olni la Xtfln, The legislatures of Georgia and Lou isiana will doubtless -remove ' their re spective states from this blacklist within a few months. : In Louisiana girls have been forbidden for several rears to work in mills before reaching he age of 14 year. In that state, therefore, the proposed ' change would merely affect boys in mills (they may now work at the twelfth birthday), and girls and boys engaged In commerce. In Georgia the- children affected would be much more numerous If the age for beginning work were fixed at the fourteenth birthday, for under the present Georgia statute orphans and children of widows may legally be em ployed In cotton mills at the ' tender age of 10 years, and all children, girls as well -as boys, may work at th twelfth birthday. Sine illegitimate children and the children of deserted wivea are counted as orphans, the body of - children free to work at the tenth birthday is considerable. ' Even worse is the plight of these classes of bereft . children In South Carolina, where no statutory limit Is set to the age at Which they may work. Moreover, during the, months of June, July and August peculiarly trying months In the hot climate of th south ern states all children may work legally In cotton mills In South Caro lina, irrespective of how young they may be. If they have attended school four months In the year, and can read and write. . v -j Horth Carolina XAwm. , North Carolina sets the thirteenth birthday as the minimum for beginning work ''except for apprentices." This exception recalls the sinister fate of the children of a century ago In England who were taken from the workhouses and apprenticed to the English cotton mill owners to live In horrible condi tions within the mills themselves until after nearly a half century Lord Shaftesbury succeeded In freeing them from their horrible thraldom. , There is no mention in the North Carolina statute of any protective measures for these little American apprentices, less than 13 years old, and North Carolina, by reason of creating this new class of workers, takes its place with ' Georgia and South Carolina, in a group by Itself, of states, which permit the employment of children In manufacture at a more tender age than Is set by any, other state. .:;..'. In contrast with -this little 'group of three states. I the very larara a-roun In which children may begin to work at the twelfth Jblrthday. in this group New Englswer, Is represented 'by Ver mont and - New Hampshire, the laat re maining northern states in which St Helens. The. north west Is represented in this group by North Dakota and Wisconsin. tsotn states safeguard the twelve-year-old working children by reaulrinsr ex emptions to b granted in due form. North Dakota by th local school au. thoritles, and Wisconsin by the county or municipal Judge, or th Judge of th Juvenile court, or by, the register of propat or tne countv. or th aomm loner of labor or- one of his subordi nates. In . both case's,., however, the state avowedly place upon these little children', the - burden of -relieving . tha poverty of families which. In more pro- imn Biaiee. ia relieved dv . tn community either through public or pri vet agencies more suitable to the task than children of twelve years of age. Pennsylvania permits children under 11 years of age to work .in bituminous mines, safeguarding them only to the meager extent of requiring in the oom- puisory education law that children to the fourteenth, birthdav shall . attonii school . 70 per cent of the. full year. New York lets children 11 Tun Aid work in vacation In stores. In villages and third class cities, under an amount of red tape used In proving their age which reduces these -excepted .workers to 'a trivial number. California, North Dakota, New Hamp shire, New York, Vermont Wisconsin, Pennsylvania, thus all place a (more or less futile) restriction upon the work of their children between the ages of 12 and 14 years, and make it the duty of the educational authorities to en force school attendance during ttie school jrear. ; . . . . -s. Bo law f or Jtevada, . Nevada,, having few children and no Indoor occupation which call for their work, has no prospective legislation for them except the requirement that they attend school 16 weeks In the year, of which eight weeks must be consecutive. All the remaining states in thla black list are southern states Alabama, Ar kansas, Florida, Maryland, Mississippi, South Carolina, - Texas, - Virginia and West 'Virginia, Indeed it may truth fully be said that with the honorable ex ceptions of ' Kentucky and " Tennessee, the southern states have hitherto treat ed the twelfth birthday as the appropri ate time for, boys and girls to enter upon the life of toil wherever they have r.ot as in North and South Carolina and Georgia thus regarded an even more ten der, age.--- . - - . Now vigorous, ' Intelligent, self-governing citisens .cannot be developed from jroung children who work indoors all tha time when they are not in school, any more than from the little toilers who work In mills Instead of going to school, ) That great rich states, such as California and Wisconsin, should place upon the slender shoulders of 12-year-old bbys and girls tha task of main taining decrepit relatives, is a disgrace to those states,' and reveals a weirdly perverted ' public opinion as to relative scope of filial duty and public duty. From this brief review of the situa tion with regard to our present statutes governing the age at which children may begin to work, the reader may Judge how great is the need of an im mediate energetio campaign of educa tion applied , to legislator . and their constituents On behalf of the rising gen eration of our citizens.'
