its water lines plying out of Portland.
Bates will be raised or slashed as may
seem fit on a moment's notice, t it Is
tha first stp pointing to a red-hot
freight rata war along: tha coast , i
, The announcement comes through a
harmless appearing tariff sheet giving
a new arrangement of rates from San
Francisco to Interior points by way of
Portland and vlca versa. , Instead of
fivlng ths through rata It quotes a rat
rom San Francisco to Portland aai
then the rat from Portland to what
ever interior point it might b. By ad
ding the two rates together the through
rata Is obtained.. The same plan is ob
served In arriving at a rata from an in
terior point to San Francisco.
By employing this method of calcula
tion the comsanT Is In position -1
change its rates from an interior point
to San Francisco or Vic versa at any
time without notifying either the public
or the interstate commerce commission.
The rail rate from the port to interior
points can be permitted to remain un
changed while the rate from port to
port can b slashed - or increased to
ault the occasion. '
According to an official-of tha com
nanv the steD leaves an opening for
participation In any kind of a rate war
along the coast It Is understood that
similar tariffs will deal with trans
pacific business, In which event the
HarrlmiLn . Unea will be In a much bet
ter position to cope with Japanese and
other forele-n comnetition than under
existing conditions with a fixed through
rate on goods booked for Interior ports.
The new tariff sheet shows no changes
In rates so far but there is no telling
what mlB-ht follow now that the com
panr baa slipped tha fetters of the
interstate commerce commission.

Hark Homeward Bound- Will Carry
New Grain to Europe.;
The American bark Homeward Bound
which was ' here last fall and mad a
rattling voyage to England with a cargo
of wheat will return next fall to again
load wheat Sh Is reported as having
been chartered to carry a cargo of gen
eral freight from Europe to Vancouver,
B. C and then to proceed to this port
tn load araln' for a return cargo. .
The Homeward Bound Is an iron ves
sel and was formerly the German bark
Otto Glldemelster. Sh became a dere
lict and after having been purchased by
San Francisco people wae transferred to
American registry.. Sh is In command
of Cantaln Thompson and when hare
last fall attracted a great aeai or: at
tention because of tha fin condition
In which she was kept The decks
looked more like those Of a man-of-wars-man
than a merchantman, but the
sailor complained - of having to work
too much. The bunch that brought the
bark here from Australia quit as soon
as they reached port

The steamer Sue H. j Elmore arrived
her early this morning on her last
trip from Tillamook with Portland as
hi tarmlnua. Hereafter she will run
between Astoria and Tillamook, follow
ing the schedule that was in force prior

The Elmore brought 1.200 .cases of
cheese and soma general freight. . On

LAUNCH BOAT TODAY.
New Hustler Leares Ways of Port
land Shipbuilding Company.
The new towboat Hustler will be
launched at the yards of the Portland
Shipbuilding company this afternoon.
Sha will take the place of Nlckum 4
Kelly's old towboat Hustler, that for
rears has been seen towing barges
h rough the harbor.
The Hustler Is about 110 feet long
and slightly larger all round than the
Old Hustler. She is equipped with pow
erful machinery and all modem appli
ances. -,
In a few weeks the Portland Ship
building company will launch the new
tugboat Shaver, which is being built
there for the Shaver transportation com
pany. The Shaver la expected to prove
the strongest towboat plying out of
Portland.

The legislatures of Georgia and Lou
isiana will doubtless -remove ' their re
spective states from this blacklist
within a few months. : In Louisiana
girls have been forbidden for several
rears to work in mills before reaching
he age of 14 year. In that state,
therefore, the proposed ' change would
merely affect boys in mills (they may
now work at the twelfth birthday), and
girls and boys engaged In commerce.
In Georgia the- children affected
would be much more numerous If the
age for beginning work were fixed at
the fourteenth birthday, for under the
present Georgia statute orphans and
children of widows may legally be em
ployed In cotton mills at the ' tender
age of 10 years, and all children, girls
as well -as boys, may work at th
twelfth birthday. Sine illegitimate
children and the children of deserted
wivea are counted as orphans, the body
of - children free to work at the tenth
birthday is considerable. '
Even worse is the plight of these
classes of bereft . children In South
Carolina, where no statutory limit Is set
to the age at Which they may work.
Moreover, during the, months of June,
July and August peculiarly trying
months In the hot climate of th south
ern states all children may work
legally In cotton mills In South Caro
lina, irrespective of how young they
may be. If they have attended school
four months In the year, and can read

North Carolina sets the thirteenth
birthday as the minimum for beginning
work ''except for apprentices." This
exception recalls the sinister fate of the
children of a century ago In England
who were taken from the workhouses
and apprenticed to the English cotton
mill owners to live In horrible condi
tions within the mills themselves until
after nearly a half century Lord
Shaftesbury succeeded In freeing them
from their horrible thraldom. , There is
no mention in the North Carolina
statute of any protective measures for
these little American apprentices, less
than 13 years old, and North Carolina,
by reason of creating this new class of
workers, takes its place with ' Georgia
and South Carolina, in a group by Itself,
of states, which permit the employment
of children In manufacture at a more
tender age than Is set by any, other
