Burnside and Union Avenue BRAllGERS ASK ABOUTPRISOHERS Will Stevens Let County Court Control .Them?---' . Word Is Satisfactory. Masters of Evening; Star grange and Lents grange want to know how Sheriff Stevens stands on the question of using the labor of county prisoners' .to. build up the county roads. ; Tom Word, can didate for sheriff, has oome out square ly and promised. If 'elected, to give all aid possible to the county court In Its present successful management of the Kelly - Butte ' rockplle. The granges would like to have similar assurance from Sheriff Stevens. Following Is the letter; "Portland, Or May St. Robert L. Stevens, Portland, ; Or.-Dear sir: A few years ago the county court of this county began working the prisoners on the county roads, and that has been continued, and the methods have been Improved until now this work is a very important feature ox road construction In this county. A areat deal of most excellent macadamised road is being built by the work. of the- prisoners at Kelly Butte, and this work Is neces sarily, a part of road construction, and must be conducted In connection with road construction. 1 "Under these circumstances, it seems to us, and we speak for the grangers, and especially the farming community generally, that this work cannot be carried on effectually if the control of the prisoners Is taken away from the county court. Besides, there does not seem to be any good reason why this ovum oe .aone, nocwunatanaing tne xaci mat xne last legislature passed a law authorising the sheriff to appoint guards for the prisoners. - This law Is now to tie voted on by the neonle. but jne result, of course. Is uncertain. However, Independent of that result, we iiuu. ina enerni ougnt not to Inter fere with the work of these prisoners, as must necessarily be done if guards are appointed who are not under the direct authority and .control of the county eourt. , . -" "As we have before said, inasmuch aa the fanning community and grange people are especially interested in this question, and are anxious that said work shall continue hereafter, as It is now conducted, they feel that the respective candidates for the office of sheriff ought to declare themselves openly upon this question, that each voter may know hit attitude before election day. Tom word having already squarely an swered this quantum, and made plain his attitud In this respect, we auk you what you will do with reference to -this matter In esse you ere elected sheriff of this county. Councilmen Will ' Decide Whether Weinhard's Can , Stay Near Public School. ; J ' ' 7" ' " jt ' Action on the ordinance defining and prescribing a license f ee fqr manufac turers of malt liquors was postponed by the request of Councilman Vaughn, who wished , time to determine whether a manufacturer Is a wholesaler. It was upon this point: that, the measure was originally drafted, because to define a brewer as a wholesaler ; would ' place them under the ban of the state law, which says (that a -wholesaler can hot do business within 400 feet of a school huilrtlna'. - . Under this section the- Weinhard brewery would be forced out of busi ness or to move, because oi us prox Imltv to the Atkinson school. Thefcoun ell accordingly Instructed the liceriae committee to draft an ordinance ciasst fylng the brewers as manufacturers and license them accordingly. . . The city attorney's office' has held that a manufacturer can not be classed as a wholesaler, .despite the fact that he sells his products In wholesale quan tities. Councilman aughn atated yes terday that , the point was not clear to him, and that he would like to have ac tion postponed until the next meeting oi tne committee to give mm time to look up the law on the subject. Under the ordinance which was dis cussed - yesterday the breweries wui have to pay a yearly license of $400. Heretofore they have . escaped paying fees to the citv. and the council thought they should be Included In the liquor license ordinances. It is probable that Vaughn will ask tha committee to raise the amount of the license If he finds that a manufacturer is not a whole saler within the provisions of the- law. cr, i m peace "ITII RAILWAY 1 i C - ,; - .
