the labor of county prisoners' .to. build

present successful management of the
Kelly - Butte ' rockplle. The granges

few years ago the county court of this
county began working the prisoners on
the county roads, and that has been
continued, and the methods have been
Improved until now this work is a very
important feature ox road construction
In this county. A areat deal of most
excellent macadamised road is being
built by the work. of the- prisoners at
Kelly Butte, and this work Is neces
sarily, a part of road construction, and
must be conducted In connection with
road construction. 1
"Under these circumstances, it seems
to us, and we speak for the grangers,
and especially the farming community
generally, that this work cannot be
carried on effectually if the control of
the prisoners Is taken away from the
county court. Besides, there does not
seem to be any good reason why this

law authorising the sheriff to appoint
guards for the prisoners. - This law Is
now to tie voted on by the neonle. but

are appointed who are not under the
direct authority and .control of the

candidates for the office of sheriff
ought to declare themselves openly upon

phony orchestra, with their genial. con
ductor, Walter Damrosch, and his
charming wife, passed through Portland
to Seattle, where tha long three weeks'
tour under the direction pf Lois Steers
Wynn Coman, will open. The famous
orchestra leader was in splendid health
and spirits, having enjoyed the ride
through .the mountains, and having en
Joyed even more the delight of
snowing it all to Mrs. Damrosch,
who has not been so far ;. west
before. The orchestra In their three
cars was .shunted rapidly over to the

Action on the ordinance defining and
prescribing a license f ee fqr manufac
turers of malt liquors was postponed
by the request of Councilman Vaughn,
who wished , time to determine whether
a manufacturer Is a wholesaler. It was
upon this point: that, the measure was
originally drafted, because to define a
brewer as a wholesaler ; would ' place
them under the ban of the state law,
which says (that a -wholesaler can hot
do business within 400 feet of a school

him, and that he would like to have ac
tion postponed until the next meeting

look up the law on the subject.
Under the ordinance which was dis
cussed - yesterday the breweries wui
have to pay a yearly license of $400.
Heretofore they have . escaped paying
fees to the citv. and the council thought
they should be Included In the liquor
license ordinances. It is probable that
Vaughn will ask tha committee to raise
the amount of the license If he finds
that a manufacturer is not a whole
saler within the provisions of the- law.

Run river, to cross the city's property
on Bull Run reservation and . to the
riparian rights of the city on tha Big
Sandy river was . up for, consideration
before the committee on judiciary and
elections yesterday afternoon, and after
making a few chances in the measure
the committee voted to send It to the
water board for ? consideration before
recommending it to the . - council for
passage,
After the ordinance is considered by
the water board a Joint meeting of the
Judiciary committee and the water board
will be held to again go over the ordi
nance before sending it to the council.
In return for the privileges granted
to the company by the city the former
will give up all claim to water rights
on tne Bull Run river in -favor of tne
city. Deeds and abstracts together with
affidavits relating to the company's
interests on the river will be placed In
escrow with City Attorney- Kftvanaugh
until tne council passes tne ordinance,
