The argument in favor of this hill Is as follows: Argument submitted by Hood River Commercial club In favor of Initiative bill No. S3d. No. 33", for the creation of Hood River county: This bill Is submitted under the ini tiative for the following among other reasons: . . ?n iana section t of article 11 of the constitution of Oregon, was amended ad as to read, so far as this question Is concerned, as follows: "Corporations may he rormea unaer reneral lawa. but shall not be created by he legislative assembly by special laws Th a sect ion of the constitution origin nally read as follows: Corporations may ne rormea unaer eneral lawn, rmi Biiau noi do creaieti special laws, except ror municipal 6? purposes This change in' the constitution ab solutely prohibits the legislative assem bly from creating a county by a lav Dassed for that purpose aione. ah tne legislature can do is to pass a general law under the terms of which Rnv COm- -munltv in the state may, by complying with its provisions, organise a new countv. a countv is a nubile corpora' tion and it is apparent that said section t of article 11. as amended, reserves to the people the ngnr to .create nnnntv hir initiative VOte. There is no general law for the crea tion of counties now, and no one knows when. If ever, there will be one. The facts as to area, population and assessed valuation submitted herewith show, as we believe, that we are aoie to maintain a county government, uui or a popula tion of about .7.600. the desire of i county for the Hood Kiver country Is earnest ana unanimous, witn ine ex ception of a small fraction of 1 per cent. We are assured by leading citiaens of The Dalles, Dufur and other portions of Wasco county that tney nave no. oojeo tlons to the creation of Hood River county as proposed In this bill. More than 400 residents or The Dalles and Dufur have signed the petitions asking that tnia Din pe auDmutea to. a vote at the June election, though 45 names from Dufur were received too late to be filed with the secretary or state. .. .COFFEE- - . ; . Buy it as you buy but ter; tea is as good or as bad as butter; so's coffee.' Tour grocer returns your money If you don't like Schilling's Best; we pay him. The people of the Hood River coun try therefore ask favorahle confedera tion of the voters of the state upon this bill for these among other reasons: Because the new county will be a great benefit to the people residing therein and will facllltaie the transac tion of their county business. Because, aa the law stands, a countv cannot be created by the legislature; and, finally. Because the people of The Dalles and the balance of Wa3cn county, we are In formed and believe, are willing that Hood R"tver county may be. created aa provided in this bill. The assessed valuation In the pro posed Hood River countv In 1903 was $908,668; in 1906 was $1,618,670, showing a gain In valuation from 1903 to -1906 of $710,102. or about 7R per cent. The valuation In 1907 was $2,762,260, a gain over 1906 of $1,143,580. or about 70 per cent, showlnr the proportionate Increase in one year from 19(V to 1907 to be al most as great as that In three years from 1903 to 1906 The proposer) Hood River county has a population of about 7,500, an area of about 600 square miles, and 20 school houses, seven of which are graded schools having from two to eight rooms each and with a, $30,000 high school un der construction: There will be left In Wasco county. after Hood River countv Is created, an area of 1,646 square miles, a population of 11.600. and a valuation or X6.457.7Z0, thus leaving It among- the largest and strongest counties of th state. The tax levy on t'a 1907 valuation Is 14 mills, which would ralsa in the pro posed Hood .River county $38,671.60. which Is ample to pay the expenses of operating Hood River county and leave a substantial oaiance.
