Sec. I. The temporary county seat of
Hood River oounty ahall be located at
Hood River, In said county, until a per
manent location shall be adopted. At
the next general election the question
shall be submitted to the legal voters of
said county, and the place, If any,
which ahall receive a majority of all
the votea eaat at aald election,, shall be
the permanent cotmty seat of said coun
ty. But If no plaoe shall receive a ma
jority, of all votes cast, the question
shall again be aubmltted to the legal
voters of said county at the next gen-.

tion of counties now, and no one knows
when. If ever, there will be one. The
facts as to area, population and assessed
valuation submitted herewith show, as
we believe, that we are aoie to maintain
a county government, uui or a popula

county for the Hood Kiver country Is
earnest ana unanimous, witn ine ex
ception of a small fraction of 1 per cent.
We are assured by leading citiaens of
The Dalles, Dufur and other portions of

than 400 residents or The Dalles and
Dufur have signed the petitions asking

The people of the Hood River coun
try therefore ask favorahle confedera
tion of the voters of the state upon this
bill for these among other reasons:
Because the new county will be a
great benefit to the people residing
therein and will facllltaie the transac
tion of their county business.
Because, aa the law stands, a countv
cannot be created by the legislature;
and, finally.
Because the people of The Dalles and
the balance of Wa3cn county, we are In
formed and believe, are willing that
Hood R"tver county may be. created aa
provided in this bill.
The assessed valuation In the pro
posed Hood River countv In 1903 was
$908,668; in 1906 was $1,618,670, showing
a gain In valuation from 1903 to -1906
of $710,102. or about 7R per cent. The
valuation In 1907 was $2,762,260, a gain
over 1906 of $1,143,580. or about 70 per
cent, showlnr the proportionate Increase
in one year from 19(V to 1907 to be al
most as great as that In three years
from 1903 to 1906
The proposer) Hood River county has
a population of about 7,500, an area of
about 600 square miles, and 20 school
houses, seven of which are graded
schools having from two to eight rooms
each and with a, $30,000 high school un
der construction:

Patrick Powers, one of the old time
and well known citizens of Portland,
died at his home. 1008 Hawthorne ave
nue, yesterday after an Illness of short
duration. Some time ago Mr. Powers
was attacked with rheumatism but the
malady was not considered of a serious
nature. A few days aico. however, he
was taken sick with pleuro-pneumonla
and rapidly sank into a serious condi
tion from which the physicians could
not rouse him.
Mr. Powers was 63 years of age at
the time of his death. He was a native
of New York.' He is survived by his
widow and 10 children, all of whom are
living and were with him when he died.
Mr. Powers had been prominent In the
political life of Portland and Multno
mah county for many years. H.e was
one of tha old line Democrats, and al
ways took a foremost Interest In the
political activities of the county and
city. Clear-headed and practical, he
was a sound adviser In political matters
and did much to secure the success for
the various Democratic candidates who
have been successful in politics in this
county in recent years.
