Root Who Transmits Findings to Cap- ital. Americans Nevfer Had an Hon est Hearirig. (BalttS ptM LHMd WIm.) "New York, March 81. Secretary of State Root today, transmitted to congress -all the correspondence ot an official nature bearing on the American claim against the Venei tielan. gorernment In the famous asphalt claims. Drastic action, and possibly the dispatching of a puni tlT expedition against President Castro and his government Is expect ed to follow. Consideration ot the correspond ence wlll ;probahly be taken up by congress at once. 'Five claims against the - Veneiuelan government are involved. The most Important of these Is that of the New York & Bermudese company. . All are la connection with the asphalt deposits and the grants of . thm made by Castro. ; - - - Th mot' direct light thrown on tho controveray la contained la the report of , Special Commissioner W. X Calhoun, who charges that after dispossesses the New York and Bermudese company on a trumped up charge of having vio lated Its contract, Castro seised the de posits and taking advantage ot the val- uable Improvements made on them by the company and using the company's machinery, installed a force and is now working them for the gorernment's own benefit, that is, Castro's benefit In doing this Castro ignored a grant which he bad personally made to the officers of the company, the validity of Which remains to be adjudicated. Commissioner Calhoun holds that the assessment ot f 10.000.000 damages against the company , made , by Castro's coerced supreme court on the charge rai rebel forces In the Matos that the comnanv had failed to fulfill its contracts and had lent the Matos Jt giving t evidence In' Its own behalf. He also aid to the revolution was made without riving the comoany a chance to defend Itself or- present any holds that the-evidence, on which the fine wae assessed was wholly Insuf ficient. It was the failure' to pay this fine erhicm resulted In the confiscation of the company's property by Castro. The Ttport declares that It Is useless 19 deal wim ins uououni -vrirK vi conspiracy, as there has undoubtedly oeen iraua . on ooin siaes, ana con cludes with the expressed belief that whatever faults the. companies may have been guilty of It. is certain that they have never had an honest hearing. At a special meeting of the cabinet to- be held late this afternoon the ad visability of an American blockade of all Veneiuelan ports will be discussed. At a conference of the beads of the state and navy departments today a ten tative list or ine vessels, mil wiu oe used was made out The list- was not made public, but It Is understood to In- ciuae lour .cruisers. Meaning of Roofs Message (Special Dispatch te The tonal.) Washington, March II. The meaning of Secretary Roofs cor . spondence transmitted "to con gress today, bearing on the Ven eiuelan situation, is that the Uni ted States will take action against Castro by blockading La Ouayra, the entry port to Cara cas. The commerce of Venesue la will be levied upon until the amount due the asphalt corpor ation fop damages la collected. It Is probable, at the same time, that a severe reprimand will be administered the corporation for certain weaknesses In Us claims for retribution. The government will act entirely upon the merits of the Investigation of Special Commissioner Calhoun which deals with the rottenness ot the Venesuelan courts and the re peated effort 'of the Castro gov ernment to give Americans doing business In that . oountry the worst of all transactions- with the dictator. a CHURCH GIVES TRADiriB STAMPS Presbyterian at Golden, CoL, Have-Scheme to Attract Children. v , r . , - -' - - (tTalted Piets Leased Wlre.l Denver.
