"New York, March 81. Secretary

an official nature bearing on the
American claim against the Venei

asphalt claims. Drastic action, and
possibly the dispatching of a puni

Consideration ot the correspond

congress at once. 'Five claims
against the - Veneiuelan government
are involved. The most Important
of these Is that of the New York &
Bermudese company. . All are la

and the grants of . thm made by
Castro. ; - - -

the company and using the company's
machinery, installed a force and is now
working them for the gorernment's own
benefit, that is, Castro's benefit
In doing this Castro ignored a grant
which he bad personally made to the

Commissioner Calhoun holds that the

At a special meeting of the cabinet

Meaning of
Roofs Message
(Special Dispatch te The tonal.)
Washington, March II. The
meaning of Secretary Roofs cor
. spondence transmitted "to con
gress today, bearing on the Ven
eiuelan situation, is that the Uni
ted States will take action
against Castro by blockading La
Ouayra, the entry port to Cara
cas. The commerce of Venesue
la will be levied upon until the
amount due the asphalt corpor
ation fop damages la collected.
It Is probable, at the same time,
that a severe reprimand will be
administered the corporation for
certain weaknesses In Us claims
for retribution. The government
will act entirely upon the merits
of the Investigation of Special
Commissioner Calhoun which
deals with the rottenness ot the
Venesuelan courts and the re
peated effort 'of the Castro gov
ernment to give Americans doing
business In that . oountry the
worst of all transactions- with

President Roosevelt this afternoon.
It was announced at the White
House today, that the resignation of
Charlemagne Tower as ambassador
to Germany had been, accepted and
will take effect June 1.
Ambassador Tower's resignation
is believed to have been . forced by
his letter to President Roosevelt in
which he skid that Hill's appoint
ment would not be satisfactory to
the kaiser. This was indignantly
denied by the German emperor, who
declared he had no objections to the
proposed successor to Tower.
Hill's nomination will go to the for

is reported back to the senate the en
tire Hill-Tower Incident will be threshed
