The contractor says he followed out taese Instructions to the letter and the boat waa constructed as cheaply as one can ha built. Aa further inducement Hlrstel states he was told by Peterson tnat u ne got tuls one built cneap enougn, ne couia have a chance to build another, as they Intended to do the samo thing again farther down the river, probably at St. Helens. ' The actual cost of the ferry com plete, according to the most acourate fig ures obtained from the contracts, esti mates and affidavits of the contractor and Peterson Bros, on file In the circuit court, Is as lollows: Contract of Bllyeu & Hlrstel "to furnish, overhaul and install the engine and boilers and fur nish and install all Ironwork required to fit up and complete said ferryboat and to furnish and Install all necessary steam flttlos, etc." (Includes second-hand boiler from East Side Boiler works costing $600. and seme engine parts from the Shaver Transporta tion company costing- approx imately the same amounts. . . $4,480.00 Hlrstel bill of extras, as filed i In court 69J.0J Peterson Bros.' bill for new rudders, filed In court... 425.00 Hull (constructed by Peterson Bros, by day labor), cost es timated by contractor who provided plans and specifica tions 2,000.00 Charles Beebe ft Co.. ship chand lers, for suDDiies (approxi mated) 660.00 Incidental Hems as filed . In the affidavit to the city furnished by Peterson Bros not already accounted for (allowed at the company's own figures) 165.00 TOtai I8.ZT3.U0 Vlgured oa Enormous Profit. In the firures furnished to the city of St. Johns hv the company In the form of an itemised account the boat complete is asserted to have cost is,o.7&. Arter the account is the following statement: me above is a true statement or m Items expended on the ferryboat ana does not ' Include the time devoted to the work by H. W. 8mith, P. J. Peterson and J. T. Peterson on the work, nor does It allow anything for the fran chise." This is sUned. "St. Johns Transportation company, by P. J. Peter son, president." This enormous total or over i.uuo. was arrived at. in the following .way: After the contract price of $4,420 was listed, the old holler, really Included In this figure, was entered as a separate Item for 12.000. The enitinrs. also in cluded In the contract, on the company's report appear as a distinct charge of 13.000. In this statement Peterson values the hull at $4,760. and repairs on the hull and deck houses at an additional amount of S,250. Small incidental figures, sup ply the remaining items in the total charge of $18,097.75. Cost rrobably Inflated. As the above statements show, the Itemised account furnished the city by the company Is purely fictitious and In flates the figures to a total nearly throe times the actual cost. Contractor Hlrstel's bill for $700 still remains unpaid and he held an attach ment on the property for some months. Prior to his attachment. Peterson Bros. brought a damage suit against him al leging liability for damages, through his failure to complete the boat on contract time, and general faulty con struction. Although thrown out of court once the case Is still pending In the circuit court and will come up for trial the latter part of April. Realising the danger of publicity, when the scheme began to encounter some snags in the St. Johns council two- weeks ago, Peterson Bros, through their attorney, O. J. Perkins, endear ored to hush up the matter by offering to Klrslel to withdraw their suit against him IX he would accept a com promise settlement and withdraw ail Attachment giving them a clear title to the property. Thia proposition he re jected, beUlevlng that he had nothing to fear from an airing of the case In court. Exposure Hits Perkins. Aayhinted yesterday this scheme has had many political ramifications. G. J. Perkins, lawyer for the cempany, prior to the disclosure of the true state of affairs, had cherished aspirations for the city attorneyship. In an interview following The Jour sal's exposure he was very indignant and asserted positively that the ferry was easily worth $10,000 at the present time, and coat over f 18,000 to build, al though the court r coords and the oon- j tract, with which, Perkins must neoea aarliy be perfectly familiar, show the actual cost to have been about $8,000. Timely discovery and publicity Is be lieved by St. Johns citizens to be all that saved the city from purchasing a worthless property at three times Its actual cost Perkins' Explanation. Counsel Perkins In a letter to The Journal In response to their permission that he mjght introduce any evidence which he could obtain to sustain his charge that the facts regarding his com pany and the true cost of the ferry were being misrepresented, writes in part as follows: "We do net feel that the owner of the boat Is obligated to announce promiscu ously or otherwise the amount paid for the boat and equipment." le does not state the cost of the fer ry. He pays: "The present commercial value" Is reckoned at $18,897.75. and then follows an itemized list similar to the one on file with the St Johns city council. . trses Fictitious figures. - The, facts and figures already stated above show conclusively that the fig ures furnished by Mr. Perkins are in many cases purely fictitious and In all respects misrepresent the actual value. He further adds: "The St Johns Transportation - company Is a solvent corporation, perfectly satisfied with Its Investment, and is hot only wiuinc but anxious to operate the boat during the term or its rranenise and on condi tions imposed by the franchise." This statement, like -others. Is not borne out by the facts. The boat, ac cording to the figure .which it la To do this a nerve medi cine is needed.
