' That Backus, CJIeblsch and Joplln will ' Hot secure the contract for the con struction of the reenforced concreto bridge across Sullivan's gulch at Eaat . Twenty-eighth street seems certain, be cause of the report of City Engineet Taylor to the bridge committee of the ' eiecutlve board yesterday afternoon, when he stated that the plans and spec ifications were too indefinite to war rant the city accepting the bid. It la nrobabla that the executive board wll order tha city auditor to readvcrtUe lor bids for the structure. There are many questions involved In a ward in a tne contract upon wnicn uic city; authorities excuse their delayeo action. Chief of these Is the attitude of the Portland Railway, Light & Power company, which refuses to pay its share In the coat of the structure. Because of this fact the officials are afraid to sward the contract without ; being sure of their around, and they ay that the plans and specifications of . Backus, Oieblach and Joplln are too in definite.
