That the mammoth FesUval parade for which floats are already being de signed) will pass over two of the bridges and be routed for the flrat time on sev eral eaat aide streets Is the expectation put .forward by the eaat side business men. Much encouragement has been offered by the rose, carnival committee. Whether such a nmn la practicable will depend -entirely upon the condition of tne principal east awe streets o which h narade will Daas. The Eaat Side Business Men's club has taken up the matter and haa appointed a committee to wait on the Rose Festi val committee. In the meantime the eaat side business men-will bring all pres sure to bear to secure the immediate improvement 'of Grand avenue and Eaat Morrison street.' A new petition haa been filed asking for the Improvement of East Morrison from Union avenue, to East Seventh street, but the petition has not yet been acted upon. The East Morrison street bust ness men say they do not intend that their Improvement shall be de layed as was the Grand avenue im provement' They say they do not in tend to wait, two years. Bonds After Decision. As soon as the supreme court passes on tha legality of the bond Jesuee voted laat June new .petitions will be circu lated by the federated east side dubs, proposing these same measures, should the decision be averse to tba bond Is sue. In all probability the. action will necessitate calling a special election which will occur . In November on the same date as the national election. 'The measures in which the east side is par ticularly interested are the Madison bridge issue, new pipe line to Bull Run river, parka and boulevarda and the district Improvement of streets. As all petitlona asking for a vote on a particular measure at the . June elec tion must be filed with the secretary of state, before February l it Is now too late to make laat year's measures again an issue at the election In June should a decision be rendered today. ANXIOUS FOR CITY TO DWH ROCK CRUSHER Peninsula Property Owners Believe Street Prohlem Will Then Be Solved. Property owners on the peninsula are urging the city ownership of rock crushers. There la doubt In the minds of legal authorities, however, that the city under Its present charter la able to own and operate anything. City At. torneyr Kavanaugh says be does not be lieve the city can legally make any thing and sell it, though it would be possible to crush rock for Its own use. Councilman Rushlight says, however. that he believes the city has a right to sen wnat 11 cannoi use 01 anytning. Under the section of the charter that provides for the disposal of surplus machinery, water pipe and old fire ap paratus. Mr. Rushlight believes that the city could dispose of 'the surplus rock from a crusher owned and oper ated oy ine cuy. It is quite likely that an Initiative measure will be proposed revising the charter on this point, so that the city can own ana operate roca crusners and other public utilities. The lead in the matter is Deingr taken by Dr. L. M. Davis of the Multnomah Improvement association.
