Here is what the Wall street paper lias to sav "It is surprising how few of the In vidious distinctions commonly presumed between methods in Wall street and methods anywhere else will bear analy sis. The principles of speculation are as old as tl.e human imagination. In the arts and expedients of speculation men of Wall street are more proficient than the average of mankind, but, even so, this is no more true of Wall street men than of men in any other commun ity where the business of exchange Is highly iM'rfei ted. "It is alleged that big capitalists in Wall street sometimes use the banking muchlnery of the east for the purpose of controlling sources of supply and regulating output, thereby intending to obtain higher prices for commodities than they would bring if the law of competition had free play. That Is a form of speculation one hears denounced more frequently, perhaps, than any other. There is probably no agricultur ist who would hesitate to denounce such use of capital and credit in Wall street as morally wrong and Injurious to the welfare of the whole people. "If this form of speculation be called conspiracy, then farmers ure guilty of the like offense when they combine to reduce acreage and afterward employ the banking machinery of their sections to hold back their output and regulate the market supply. The theory of hold ing back wheat or cotton or any other commodity Is to advance the price "A few days ago a delegation of Texas cotton planters appeared at the United States treasury asking for $10,000,000 of government money with which to finance their undertakings In cotton. ottering as security their warehouse re celpts. Imagine what would be said in Texas If a lot of Wall street card It Is a fact not generally known 'that the United States produces over 70 per cent irf the world s total harvest of corn. Among the commonwealths that glory In this commodity, thpre are seven which, this year, will each yield 100,- 000,000 bushels or over, and the com bined yield of which Is greater than that of all the other states. The operating vice presidents of nearly all the principal railroads of the United States met In conference In this city today to con sider a new car hire agreement which will Insure the more prompt return of cars to their home roads and thereby reduce the oft-recurring car congestion. Rules Imposing a penalty of $5 for the diversion of a freight car from Its home road after being received by an other line have been drawn up for con sideration at the meeting. The railroads claim that much of the car shortage is duo to the fact that they are unable, to keep their cars on their own roads. Twenty-two roads have agreed to abide by any rules made by the conference for a period of six months .and It Is hoped to bring all the members of the American associa tion into the agreement.
