' '"i.i. s The disclosure of the fact that exist ing labor conditions on the coast, com bined with the high price of material, make It impossible for the shipbuilders there to successfully compete for gov ernment contracts with eastern ship- yards has given serious concern to the naval general board as gravely affect ing the plans for naval development. . While in congress Secretary Metcalf strongly resisted the' abolition of the differential of 4 per eent, formerly al lowed by congrese in favor of Pacific coast shipbuilders, and it is probable that if his Investigations show that that percentage fairly represents the differ ence in tne cost or labor and material in the east and west, a strong ai will be made to congress to reesta tne protective airrerentiai. - i .
