McMillan, a pinkertoa watch man, proceeded to halt inoffensive cltl sens on the publle streets at an early hour this morning with the result that he was haled to police headquarter by Patrolman phllllpa McMillan, while crossing First and Alder streets at !:10 a. m. stopped a steamboatman and Inquired the nature of the pedestrian's business. Upon be ing asked as to what authority he had for such conduct, McMillan threatened to ring for the patrol wagon. Patrolman Phllllpa was a spectator of the affair and approaching tha watch man demanded to know by what right he ' Interfered with law abiding resi dents.
