the state university at Moscow, has
been awarded the Rhodes scholarship
at Oxford. The scholarship provides a

man, proceeded to halt inoffensive cltl
sens on the publle streets at an early
hour this morning with the result that
he was haled to police headquarter

McMillan, while crossing First and
Alder streets at !:10 a. m. stopped a
steamboatman and Inquired the nature
of the pedestrian's business. Upon be
ing asked as to what authority he had
for such conduct, McMillan threatened
to ring for the patrol wagon.
Patrolman Phllllpa was a spectator of
the affair and approaching tha watch
man demanded to know by what right
he ' Interfered with law abiding resi
dents. The plnkerton operative showed
a disposition to fight and declared that
ha was always attending to police busl

negro, both under, the influence of
liquor went to the dock of the steamer

and abused the watchman, B. Robinson,
and It of the crew of the craft without
any provocation. When ordered away
th man drew revolver and announced
that there would be trouble, , Bale
later saw McMillan. . and he waa so
drunk that th patrolman contemplated
placing htm under arrest
Several month ago McMillan sus
tained a bullet. wound In th leg tn
