River men are speculating on hour long It will be before the Regulator line and the Bpencer company will begin cutting paasenger and freight rates between Portland and The Dalles. They appear certain that a rate war is about due, although the manager of each company intimates that there la no occasion for It. line Spencer went out on her third trip this morning with more freight and pas sengers nan she has yet taken, and thoee keeping an eye on operations are of the opinion that in a short time 'the owners of the Regulator boata will en deavor to retain all the traffic they for merly enjoyed. In order to accomplish this result It Is pointed out that tha only thing to do will be to cut the rates to a figure that will make competition impossible without sustaining heavy losses. It is said that , the opposition, la well fortified and amply able to stand a pro longed struggle for supremacy. It is also atated that many of The Dalles merchants have a financial interest In the new line, ant. that they will natur ally give It their full support. If a rate war cornea river men believe that It will continue for several months. The Bpencer leaves here every alter nate day and at the aame time that one of the Regulator boats sails. They bare , been anxious to test their respective speed by a race, but in the vernacular of the street urchin one seems "afraid and the other daresent."
