River men are speculating on hour long
It will be before the Regulator line and
the Bpencer company will begin cutting
paasenger and freight rates between
Portland and The Dalles. They appear
certain that a rate war is about due,
although the manager of each company
intimates that there la no occasion for It.
line Spencer went out on her third trip
this morning with more freight and pas
sengers nan she has yet taken, and
thoee keeping an eye on operations are
of the opinion that in a short time 'the
owners of the Regulator boata will en
deavor to retain all the traffic they for
merly enjoyed. In order to accomplish
this result It Is pointed out that tha
only thing to do will be to cut the rates
to a figure that will make competition
impossible without sustaining heavy
losses.
It is said that , the opposition, la well
fortified and amply able to stand a pro
longed struggle for supremacy. It is
also atated that many of The Dalles
merchants have a financial interest In
the new line, ant. that they will natur
ally give It their full support.

that It will continue for several months.
The Bpencer leaves here every alter
nate day and at the aame time that one
of the Regulator boats sails. They bare ,
been anxious to test their respective
speed by a race, but in the vernacular of
the street urchin one seems "afraid and
the other daresent." They wewt through
the draw of the -Burneide bridge this
morning with locked guards, but soon
broke away and proceeded In a leisurely
manner.

Bonlta point, seacoast of California, and
on the northern aide of the entrance to
San Francisco bay. will be moved to and
established in the . structure recently
erected on the extreme end of Bonlta
point, 335 feet S. 78 degrees W. true
(SW. by W. W.W'ly mag.) from lt
present position.- and 65 feet N. 87 de
grees W. true (WSW. mag.) from the
lighthouse. The new structure is 13
feet lower than the lighthouse and 80
feet above the water.

No change will be made In the charac
teristic of the fog signal.
California Humboldt bay Increaaed
depth over bar. Through the courtesy
of the chief of engineers, United States
army, a copy of a recent aurvey of the
entrance to Humboldt bay haa been re
ceived. The survey shows a channel 31
feet deep at mean low water and 260
fc-et in width over the bar, and thla
channel depth exceeda by aboiiC three
foet that shown by a prevloiM survey
of 1839, made Just after the jetties had
been completed. The middle of the nar
rowest part of the channel is about 260
feet northeast of the line indicated by
the Humboldt bay range beacon lights.
and Is about eight-tenths of a mile dis
tant from the front range' beacon.
The line marked by the range beacon
lights on the aouth jetty passes over the
point of shoal on the south side of the
channel, carrying a depth of 28 feet.
To carry bast water, vessels entering
should pass about 260 feet northeast
ward of the line indicated by the range
beacons until abreast the. outer edge of
the jetties, when the line marked by the
range beacona should be followed.
Alaska Poutheastern part Tongass
narrows Reporter rock. The following
information of a rock reported in the
eastern end of Tongass narrows was
furnished by the superintendent of the
Pnget Sound Tug Company: .
The master of the tug Richard Hol-
yoke reports that on June 11, 1903. the
barge In tew grounded on an uncharted
aunken reef located about ll miles 8.
60 degrees true (E. by S. mag.) from
California rock buoy and about three-
eighths of a mile off the south shore of
Revltlngigedo island. The northwest
end of Spire island, in line with the
southwest end of Walker Island, leads
over the rock. ,
The fock haa about 18 feet over It at
extreme low tide, is about 60 feet In ex
tent, flat on top and haa no kejp on It

The O. R. N. liner George W.
Elder will reach Portland late this af
ternoon. 24 hours behind her schedulo,
time. Her long passage la due to an
accident which she sustained on the
outward trip from Portland. Before
reaching San Francisco her propeller
waa broken, but In what manner is not
known at the local office of the com
pany. The mishap, however, had the
effect of prolonging the round trip one
day longer than la uaually required to
make it. The steamer is loaded to her
full capacity with both freight and
passengers.

the steamship companloa on the sound
that after Auguat 31 no through bills of
lading will be issued for freight con
signed to Dawson. An early freezeup of
the Alaskan rivers ia expected.
The steamer N. R. Lang is undergoing
repairs at Supple's shipyards.
Laat evening the steamer Aberdeen
sailed from San Francisco for Port
land with 250 tons of cement and 15
tons of building sand. She will stop at
Shelter Cove and take on 600 tons of
tanbark.
The tug Hercules brought the
schooner R. W. Bartletyjp to Carroll's
Point last evening ana the ' schooner
Zampa to Vancouver. Both will loud
lumber for San Francisco.
The Agnes Oswald, lumber-laden for
South Africa, reached the mouth of the
river thla morning at 7 o'clock.
The lighthouse tender Manzanita
reached the harbor late yesterday after
noon from Astoria. She has been dis
tributing post lights at various points
