CINCINNATI, Dtc 19-The Na tional Baseball Commission hi landed down its decision in regarding the sale of tickets and scalping dur ing the world's championship series in Chicago. In its report the com mission says: ''-,'':' "From the finding of facts as shown we are of the opinion that the Chi cago club is deserving of the severest criticism and censure for the manner in which they handled the sale of the tickets during the last world's series, and that they must be held responsi ble for the great annoyance they caused many patrons of the game ia Chicago, and that the complaint) tied with the commission by the Chicago public were justified and warranted. j "As we have already -stated, there was no direct charge made or proof offered that anyone connected with the Chicago club as an employe was in collusion with the scalpers, yet, at the same time we call Mr. Murphy's particular attention to finding No. 10 regarding sales to scalpers and re quest that he make a further ex amination of this particular feature of the case to ascertain, if possible, just in what manner these tickets were se cured by these persons. "We believe it will be a very hard matter to prevent tickets during these aeries reaching the hands of scalpers, even without collusion on the part of anyone connected with the winning clubs, unless the city authorities pass proper laws and ordinances to prevent scalping of tickets, and for that rea son the commission recommends that an effort be made by every major league to secure the necessary legisla tion in their respective cities for this purpose. The commission announces that hereafter all the tickets for all the games during the entire series will be Bandied by them, and that an attempt will be made to adopt rules with ref erence to their sale to prevent not only such tickets reaching the hands ef scalpers, if possible, but to afford the general public every opportunit, to get them quickly at several points and at prices not in excess of those Sxed by the commission." Announce ment is made that Edward Magnus, of Chicago, is to wed Miss Nellie Orthwein, of St. Louis. The brid- to-be is one of the best known young women of St. Louis society. Dec 19.-Thomas Chesno, ragged and half starved, has been living in the bottom of a dry sewer for more than two weeks. He was arrersted while crawling out of his strange habitation, which was lined with hay and old clothes. The municipal court will try to find work for him.
