VICTORIA, B. C.,Nov. 24.-With 3,500 ton of hemp and general mcr chandwe and (orty icvcn Cliintse, the kicamiT Teucer arrived tonight from Liverpool and the Orient. A trong touthcat gale wa encountered with high confuted head iea and the teamer wa put about with the wind. On November 16, head windi and otrong head iwell were afterward encountered and ' the gale ' did ? not abate for five day. When the Teu cer wai at Jtong Kong there were neriou anti-Japanee riota going on and many ihopa and Co Downi were looted by an organized mob of riotera at a result of the displeasure of the Chlncie became of the the efforts of the government to put down the boy cott against Japanse on the part of the Chineie of the colony. Armed po lice were called out to disperse th moo ana u uimcse were arres ted. The opening of the rioting was at the two Go Downs of the Chinese firms on Kao Shing street. The firms dealt extensively in Japanese goods. particularly dried fish. Two hundred rioters broke open the doors and threw goodi to the value of $6000 in to the street, where It was destroyed or carried away. At 7 p. m. on Nov. 1 the rioting grew in violence and seemed well organized. The Chinese Co Downs and shops containing Jap anese goods had been marked out, and a plan of campaign seemed to be fol lowed. IJhe police dispersed the mobs but they 'rVgnthvrcd smashing' doors open, leaving the premises a wreck, The European and Sikh police were armed with rifles," revolvers and ball cartridges. AU night lhe"treets were crowded with, rioters, whbb?oke, liub,ed and' looted, paying special at tentton to the fish "shops -which 'had Japanese wares in stock. Jmany jplaces the rioter .showed tight when the police came, and the police, assisted by lioine sailors arm ed with 'pattitglSTrtyTred to shower of stones from the mob, with charges, in, which there was some vigorous hitting and a good many sore heads. At one stage the police-jiaed bayo nets to prevent attempts, at- ihe res cue f prisoners. The cause of th ri ots was an effort made by the Chi nese merchants interested ifl import ing Japanese goods to end the boy' cott, and one of the promoters of rtiis mos'cment was waylaid and one of hia ar cut off, Captain Parkinson of the Teacer, was one of the fifteen survivors of the wreck of the Great Eastern Rail wtty'a steamer Berlin in February last off the Hook of Holland, whea 127 lives were lost. He was washed over board after the steamer broke n 1wo and was in the icy water twenty min ntes before being rescned by life boat. He acted splendidly throuuh out ihe disaster and was the recipient of warm praise fr,om Wilhelmirra and Crown Prince Henry who took an active' part in the rescue. News was brought by the Teacer that arrangements ,are feeing perfec ted for a steamship service by the ToyOkisen Taisha between Japan and Salina Cruz. Mr. Shirashi is stipposed to 'have concluded satisfactory arrautremcnts with the government of Mexico and the Japanese authorities are billing to grant a subsidy to the tine which will give the Japanese shippers a di rect connection with the ports of the Atlantic via the Tebuantepee Rail way.
