SAN FRANCISCO, Sept. 9. -Aeronautics and wireless , telegraph experiments as well a the usual tac tics, drills, and problems in modern warfare, will form a part of the in structions at the coming joint ma iK-uvcrs of 'the regular troops and National Guard of California, Ari zona and New Mexico that will com mence near l'auo Roblcs Hot Springs October 1, if .the War Department accedes to the request of Colonel Marion P. Maus, who will be in com mand. Colonel Maus, who is in com mand of the Department of Califor nia, has asked that the signal corps of his department be given a dirigible balloon and the latest portable wire less apparatus for experimental work on the field during the maneuvers, An automobile also will be a factor in the new problems in rapid com munications of the field batteries, if the War Department furnish the necessary facilities for using them during the maneuver. It is the intention of Colonel Maus and his staff to make the coming maneuvers, the most extensive and thorough ever held on the coast, in volving modern problems of attack and defense in warfare, mimic battles, telephone; telegraph and wireless communication, hospital work and the movement of commissary sup plies. A' field hospital will be es tablished which will be in charge of Colonel G. H. Tierney. Colonel John.M, Diddle - will be chief of staff, Major S. W. Dunning, adjutant-general and Captain Fuller, in command of the signal corps will have charge of all communications on the field. ' , The field upon which the joint maneuvers will be held is near Atas cadero, seven miles south of Paso Robles Hot Springs. It is 10 miles long and six miles wide. Between 5000 and 6000' regulars and militia, including 18 three-inch field guns and 500 cavalry will participate. Captain Crawford, of the 20th in fantry and a detachment of men have been on the ground for some time, developing a water supply, laying out the field, drawing maps and prepar ing the roads. SAN FRANCISCO, Sept. 9.-The wrath of Commissioner of Immigra tion North has been arousd over the escape last Sunday night of eleven Chinese for deportation at the deten tion shed of the 'Pacific Mail Com pany by sawing a hole through the wall and taking French leave, and the commissioner has declared his inten tion of fining the company the limit of $100 per head for the failure to keep the Asiatics safely. How Times Passes With Brothers Who Slew Their Enemy. . NEW YORK, Sept. 9.-With a pack of playing cards with which he builds miniature fortifications, houses, and lays plans of battle, Captain Pctr C. Hains, Jr., passe hi time in his cell at the Queens County Jail, Long Island City, where he is wait ing trial together with hi brother T. J. Hains for the killing of William E. Annis at the Bayside Yacht Club, August 15. Whenever he succeeds in getting the cards in the desired posi tion and completes his building he springs up from his table in an ecstasy of joy and shouts: "I've got it. I've got it." T, Jenkins Hains, who is now con fined in another corrider, passed his tier and lounges around.. Lawyer Jo seph A. Shaw, one of the attorneys for the defense, say that it is true that T. J. Hains was writing a story of the shooting. Mr. Shay says that the ordeal is telling on the parents of the brothers, General Hains and his wife. He doubts if the elder Mrs. Hains would survive the ordeal of her son's being placed on trial for their lives. HEAVY PECULATIONS. PITTSBURG, "Sept 9.-Two of the charges against William Montgom- yer, former, cashier of the closed Allegheny National Bank, in jail in default of $160,000 bail, have been disposed of by the grand jury in the county court today. True bills were found in both cases, Montgom ery being indicted on charges of forgery. Montgomery is accused of peculations amounting to about $1,- 250,000 which wtecked the bank.
