Wilson WAS SENT P0ISQNE0 ALE INTERVIEW IS GIVEN OUT FROM PORTLAND TO ASTORIA PROTECT FOR AUTOMOBILE ROAD FROM METROPOLIS TO THE SEA IS FAST TAKING DEFINITE SHAPE. , Lous Russell, vice-president of the Portland Automobile Club, and one of the enthusiasts for good roads in the metropolis, came down to Astoria last night for the purpose of endeav oring to stir up an interest in Clat sop county for the good roads move ment. Mr. Russell is interested mainly in opening up an automobile road be tween Astorian and Portland, and particularly in seeing that Clatsop constructs a first-class road from As toria to Vesper, on the Columbia county line. Already the project for a road clear from Portland to the sea is more than a mere project. It is almost a reality. Accompanied by F. A. Fisher and F. L. Parker, Mr. Russell will go out on the road beyond Olney today on a tour of inspection. The party will go in the Fisher car. A report had reach ed Mr. Russell that .the -road run- nine east to the county line is in fairly good shape except in the vicin ity of Olney. There it is reported that the mud-holes are bad, and that stumps have been left in the middle of the thoroughfare. As a matter of fact the county com missioners of Clatsop have been do ing much in the way of making good roads and it is probable that, upon the whole, Mr. Russell will be pleased with the aspects of the roads here. There is little doubt that -Clatsop will do its share in the fullest measure of making a road from Portland to the sea. The most difficult part of the pro posed route lies through Columbia county. There the population is small and the county is not very rich. Therefore it has been agreed that if Columbia county raises two-thirds of the required sum, Portland automo bile men will secure the other neces sary one-third for building the road. "With a fairly good road from Portland to the sea," said Mr. Russell last night," there would be hundreds of machines that would make the trip down through Astoria to the beach V V V I J iJMIIJUIVI. " " .v. " route is imperative, and I am glad to say that it now seems only a matter of time before it is brought about. We hope that Clatsop county will do its share, and there is no doubt that it would mean much to Astoria. We could hold our summer races at the beach, and that event would bring down at least 300 machines from Portland alone." Mr. Russell says that if the roads out Olney way are found to be in fairly good shape today, that he will make the trip down to Astoria from Portland some time next week. The trip has been made some half a dozen times, but heretofore it has always been a slow and laborious journey. Marquis Katsu ra, the new premier and minister of finance of Japan, today granted an in terview to the Associated Press out lining the policies, to be carried out during the government's ail ministra tion. -The entire tenor of the inter view snowed a determination to im prove the political and commercial relations between Japan and all for eign countries, to remodel the finances of the country and to build up the industries of Japan. Marquis Katsura said: "The recent change in the cabinet was caused simply on account ot the ontinued ill health of Former Prem ier baionji, although thereamay nave been other unessential reasons, nc-i cessitating a change l policy, to ward foreign countries. I need hard ly say that my policy will be peaceful, the prime object of it being to main tain peace throughout the world. With this end in view, 1 will do my best to cultivate and increase the present good relations existing among the powers. Japan must not be mis understood in her sincere desire to maintain peace. Anything calculated in even the slightest degree to dis turb the peace of the world shall be most scrupulously avoided by me. The national finances also will com mand my utmost attention. The dis turbance of Japanese finances on ac count of the recent war between Ja pan and Russia must be allayed with in the shurtest possible time. "Redemption bonds, more especial ly those that are unproductive, will receive my hrst attention. 1 hope to be able to readjust Japan's finance and thus dispel the abnormal condi tion now 'existing. The upbuilding of Japan's economical and commercial development will be one of my most serious endeavors, but in carrying out this policy I shall be most careful to avoid anyhing calculated to disturb the peaceful relations of the powers. These arc the principal objects to be pursued. The adjustment of the na tional finances and the development of the national resources arc two in separable measures, and therefore shall command my utmost attention and the utmost attention of my gov ernment." The entire tenor of Marquis Katsn- ra's utterances showed a sincere de termination to bring conditions in Japan within the most practical scope, and retrenchment will undoubtedly be the watchword. The Associated Press understands that Marquis Kat sura has agreed to reduce the expen ditures for armaments "to the lowest possible, without destroying the pres ent establishment." PREPARE FOR WAR Salvador Revolutionists Prepare Attack Honduras. to SAN SALVADOR, July 17: An official sttatement which has been is sued regarding the revolution of Honduras sets forth that on June 10 the Salvadorean government inform ed President Davils of Honduras, that preparations were being made for an invasion of that country from Salvador in favor of former Presi lrnt Ronila and Salvador advised that the frontier be guarded closely. On July 22 Gen. Carillo was worsted while proceeded to the frontier. A proclamation announcing himscit as leader of the revolutionary forces ind asking the people to rise was found in his possession. Gen. Carillo was imprisoned and is still being held here. Salvador then issued orders to -all military governors to imprison all Mondureans found proceeding in' the direction of the frontier.
