WASHINGTON, April 20 Oil ap paratus is to be installed on only two of the five torpedo boat destroyers now under construction, the bids for such installation on the remaining three being regarded as excessive. WASHINGTON', April 20.-Heads of the army and navy establishment have approved of a set of rules pre pared by the joint army and navy board governing the visits of .foreign naval and military attaches and other foreign officers to military and naval establishments to other establish ments which have work under con tract for each of these departments. Authorization for such visits are to be more or less elastic and the recep tion and courtesy accorded to our of ficcers in foreign countries are to govern our departments in according similar attention and courtesy to of ficers of foreign countries.
