ant, expediant of the removal of Fish
Warden Van Dusen, and substitution
of an inexperienced Drummer for the
position has just reached us here.
"It is always and ever the intention
of recent and early arrivals across the
boarderland to help assist and revisit
their earthly scenes. My friend, Mr
Tallant, tells me we soon get over
these symptons and smile at the in
evitable and foolishness of earth peo
pie. Still I insisted upon calling to
gether the very few Columbia River
cannerymen that I find here and we
have unanimously condemned your
procedings..' I endeavored to get com
munication by phone and telegraph
with those Columbia River cannery
men who are in Hell but their loca
tion is the very hottest, so that the
asbestos on the wires burns off so
rapidly that it was utterly impossible
to get anything satisfactory from
them.
"I will simply say in this connec
tion that your action in the matter is
understood by us, the main feature
is to secure votes for Gov. Chamber
lain as U. S. Senator. If will prove
futile as his show to obtain the posi
tion is about as good as a keg of pow
der would have in Hell not to explode.
The Columbia River is doomed and
will so prove in your Say, but I will
give you a tip, that even Frank War
ren, who guides and directs your ac
tions, does not know. After the Jap-
' anese War, which will shortly occur,
the Columbia River will be ceded to
Japan; and when they occupy Oregon
and Washington, their greater intell
gence will restock the River and for
generations it will provide food for
the countless millions of Japanese
. who will occupy Oregon and Wash
ington. v

OIL BURNING APPARATUS.

paratus is to be installed on only two
of the five torpedo boat destroyers
now under construction, the bids for
such installation on the remaining
three being regarded as excessive. No
changes are to be made on those des
troyers which will be completed, ac
cording to the plans specifications
.providing for coal concentration. The
cost of the oil installation burning ap
paratus on the two vessels is about
$25,000 each.

WASHINGTON', April 20.-Heads
of the army and navy establishment
have approved of a set of rules pre
pared by the joint army and navy
board governing the visits of .foreign
naval and military attaches and other
foreign officers to military and naval
establishments to other establish
ments which have work under con
tract for each of these departments.
Authorization for such visits are to
be more or less elastic and the recep
tion and courtesy accorded to our of
ficcers in foreign countries are to
govern our departments in according
similar attention and courtesy to of
ficers of foreign countries. Subject
to regulations and customs th rules
say there seems to be little objections
prescribing that the foreigner shall
be accompanied by one of our officers
who is to have instructions as to what
