Joso Vvet Limantour, min iiler of finance and public credit, has been in negotiation and in conference with leading financial, commercial and banking men of the republic for sev erul week. The result of thce con ference ha been declared in a circu lar which ha i Jnt been issued by the department of finance making an ex position of the aims and desires of the government and calling a confer ence of banking men in the near fut ure to dcvi.se way and mean for the reform of the public credit system. Minister Limantour inhis invitation to the bankers and other important business men said in part: The dif ficulties which have grown out of the recent financial stringency in the United States which have rapidly spread to all parts of Europe have revealed deficiencies almost irrecon cilable with the duty of affording a substantial guarantee to all those who with their capital, or their labor co operate in the advancement of the country. This is, therefore, the op portunity to use your aid in advanc ing the betterment of our condition. "The department of finance, which has never ceased to advise in a con fidential manner, presents means for the adoption of definite measures, officially beneficial to banker and client alike, and believes that the study of certain essential reforms made in accord with operating Mex ico under the protection of , the fed eral constitution will be of the great est convenience." He scored the conduct of certain bank directors for the employment of surplus funds in the years of great prosperity and taking the initiative in certain business which naturally does not belong to the sphere of banks of issue and deposit.
