if on the eve of great financial re
form. Joso Vvet Limantour, min
iiler of finance and public credit, has
been in negotiation and in conference
with leading financial, commercial and
banking men of the republic for sev
erul week. The result of thce con
ference ha been declared in a circu
lar which ha i Jnt been issued by the
department of finance making an ex
position of the aims and desires of
the government and calling a confer
ence of banking men in the near fut
ure to dcvi.se way and mean for the
reform of the public credit system.
Minister Limantour inhis invitation
to the bankers and other important
business men said in part: The dif
ficulties which have grown out of the
recent financial stringency in the
United States which have rapidly
spread to all parts of Europe have
revealed deficiencies almost irrecon
cilable with the duty of affording a
substantial guarantee to all those who
with their capital, or their labor co
operate in the advancement of the
country. This is, therefore, the op
portunity to use your aid in advanc
ing the betterment of our condition.
"The department of finance, which
has never ceased to advise in a con
fidential manner, presents means for
the adoption of definite measures,
officially beneficial to banker and
client alike, and believes that the
study of certain essential reforms
made in accord with operating Mex
ico under the protection of , the fed
eral constitution will be of the great
est convenience."
He scored the conduct of certain
bank directors for the employment of
surplus funds in the years of great
prosperity and taking the initiative
in certain business which naturally
does not belong to the sphere of
banks of issue and deposit. He de
clares regulations regarding assets
and liabilities and long time loans are
most needed.

A Decoration From Victoria.
The queen, with one of the princes
and lady In wafting, received me in
a small room. She stood with ber back
to the window, wearing a long white
veil which Against the light made an
aureole around ber, Addressing a few
kind words to me, to which In my era
barrasament 1 made aome Inaudible an
swor, she proceeded to pin the order
((be Order of the Crown of India) on
my left shoulder. I remember that my
black velvet dress was thickly em
broldert'd with jet, so much so tbat tbe
pin could find no bold, and unwittingly
tbe queen stuck It atralgbt Into me.
Although, like the Spartan boy, I tried
to bide whnt I felt, I suppose I gave a
start, and tho queen, realizing what
she had done, was much concerned.
Eventually the pin was put right, and
t courtoslcd myself ont of the royal
presence. As I reached the door her maj
enty suddenly stopped forward, say
ing, with a srallo, "Oh. you have for
gotten tbe case," holding It out to me
at tbe snme time. This little touch of
nature relieved an olberwlne somewhat
formal ceremony. Remarking after
ward to the lady In waiting that 1 was
afraid I had been awkward and nerv

answered; "I know the queen felt
mors shy than you." Lady Bardolpb

ECZEMA NOW CURABLE.
All Itching Skin Disease Which Are
Not Hereditary Instantly Reliev
ed by Oil of Wintergreen.
Can Eczema be cured?
Some physicians say "Yes."
Some say "No."
The real question is, "What is
meant by Eczema?" If you mean those
scaly eruptions, those diseases which
make their first appearance, not at
birth, but years afterward, and per
haps not until middle age then there
can no longer be any question that
these forms of Eczema are curable.
Simple vegetable oil of wintergreen,
mixed with other vegetable ingred
ients, will kill the germs that infest
the skin. Apply this prescription to
the skin, and instantly that awful itch
is gone. The very moment the liquid
is applied, that agonizing, tantalizing
itch disappears, and continued appli
cations of this external remedy soon
cure the disease.
We carry in stock this oil of win
